Mai Son Commune has been focusing on propaganda and mobilization to create consensus among people to clear land in difficult locations; directing units to mobilize human resources, machinery, and work overtime to ensure progress.
The traffic route from sub-area 26/3, Co Noi commune to sub-area 10, Hat Lot commune, now Mai Son commune, is 8.9 km long, including 4 sections. The project implementation period is from 2022 to 2025. Before implementing the 2-level local government, the project investor was the Project Management Board for Investment, Construction and Resettlement of Mai Son district; from July 1, 2025, the project was transferred to the People's Committee of Mai Son commune as the investor. The total land area recovered for the project implementation is 24.5 hectares with 493 households and individuals affected.
Immediately after the policy of implementing site clearance, the units and Mai Son commune focused on propaganda work; organized meetings with people, widely disseminated the purpose, meaning, scope, scale, current mechanisms and policies when implementing the project in the area; land recovery plan, land and property measurement and counting, procedures in site clearance work... Thereby, helping people understand, agree, and complete procedures to hand over land to the investor. Currently, the project has completed the approval of 41 rounds of compensation, support and resettlement plans for 336/493 households and individuals with an amount of 104.9 billion VND, the recovered area of 18.3 hectares of land. Currently, the site clearance volume has been completed at about 70%; The remaining 157 households are continuing to carry out site clearance work. From July 2025 to now, plans have been drafted for 103/157 households. The total number of households that need to be resettled and allocated land with payment is 56 households.
These days, contractors are mobilizing vehicles and workers to speed up the construction progress of project items on the route. Mr. Do Viet Bac, Project Commander, Viet Dung Joint Stock Company, said: In charge of constructing routes 1 and 2 of the Project with a length of 6.2 km, immediately after being handed over the site, the unit has started to construct concrete road surface reaching 585.5 m; curb 1,000 m and pave 1,200 m2 of sidewalk ; install 550 m of wastewater drainage pipes. Up to now, the construction progress of the project has reached 70% of the volume.
At routes 3 and 4, located in sub-area 21, Mai Son commune, the contractor is also mobilizing vehicles, human resources, and materials to construct project items. Mr. Pham Van Hai, Deputy Director of Anh Trang Son La Company Limited, informed: The unit is constructing 2.6 km of traffic road of the project. This year, due to heavy rain affecting the progress, the unit has taken advantage of favorable weather to mobilize all machinery and human resources to carry out the construction. Currently, the unit is installing 370 m of drainage pipes and 14 manholes; constructing 142 m of roadbed on the left side of the route. There are still some locations with problems regarding the site, the unit is waiting for the Commune People's Committee to resolve and hand over to speed up the construction progress according to the commitment with the investor.
Through assessment, up to now, units along the entire route have dug and filled the roadbed for 6.4/8.9 km; completed 8/23 culvert locations across the road; installed 4,208 m of technical trenches; completed 192 reinforced concrete box culverts; and completed 85% of the volume of concrete casting. At the same time, the road surface on both sides has been poured concrete for over 3,950 m; curbed 6,000 m and paved 24,020 m2 of sidewalks. The total value of completed volume is 65% of the contract.
However, currently, site clearance is still a major obstacle, with 10 households having problems determining the origin of the land and disputes over land use rights, affecting project planning; 27 households that have to relocate have not agreed on the resettlement unit price and have requested appropriate adjustments, so the households have not agreed on the resettlement arrangement plan...
Faced with this reality, the People's Committee of Mai Son commune and related units are making efforts to remove difficulties in site clearance; continue to propagate the purpose of land recovery, and mobilize households whose land is recovered by the State to comply with compensation, support and resettlement policies.
Mr. Dang Quoc Khanh, Head of the Economic Department of Mai Son Commune, said: The Commune People's Committee has directed the Economic Department to preside over and coordinate with the Project Management Board for Investment, Construction and Resettlement to review and complete the identification of information for the remaining 109/157 households on land users, land origin, land type, time of asset creation, policy beneficiaries, and direct agricultural producers supported to stabilize their lives and production; immediately prioritizing key locations, handing over land for construction implementation. For households facing difficulties in determining the origin of land, the Commune People's Committee is coordinating to review documents and is completing a draft report to ask for opinions from the Department of Agriculture and Environment, ensuring construction progress according to plan.
With the efforts of the Party Committee and the government, the traffic project from sub-area 26/3 to sub-area 10, Mai Son commune is being focused on to keep up with the schedule, to put into operation soon, and promote investment efficiency.
