On the afternoon of November 25, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Advertising.
Regarding advertising in print newspapers, Deputy Pham Van Hoa ( Dong Thap Delegation) said that currently, due to online advertising, the advertising market share in print newspapers has decreased sharply. Therefore, adjusting the area in print newspapers has not fundamentally solved the difficulties for press agencies in implementing financial autonomy.
From that, Mr. Hoa suggested that it is necessary to remove regulations limiting the advertising area ratio in traditional newspapers and magazines so that press agencies can decide on the advertising area according to the needs of readers and the market.
According to Mr. Hoa, the press is a revenue-generating public service unit, so it is their right to advertise more or less, widely or narrowly in print. “Forcing them to narrow down is not allowed, only prohibiting advertisements in print from being too big, too large, or covering up the images and activities of Party and State leaders. We should not limit advertisements in print newspapers,” Mr. Hoa said.
According to Delegate Tran Thi Thanh Huong ( An Giang Delegation), in the face of the development trend of online advertising, increasing the area and duration of advertising for the press is one of the important and necessary factors, partly contributing to press agencies increasing revenue and solving difficulties in implementing financial autonomy.
“Therefore, we recommend that the Drafting Committee continue to research and carefully evaluate the impact so that the regulation on increasing advertising area and duration has a truly appropriate and convincing ratio. In addition, there should be binding regulations on the ratio of advertising area and location for each different type of press,” Ms. Huong suggested.
Regarding advertising on print and television, Deputy Nguyen Thi Thu Thuy (Binh Dinh Delegation) suggested that the drafting committee review relevant laws on management and handling, specific solutions to manage and remove bad and toxic information, especially policies and solutions to ensure the operation of newspapers and television to carry out their main political tasks as official and reputable channels, thereby attracting customers who are readers and businesses to proactively seek them out, in addition to the solution of increasing the advertising rate on newspapers when we have not yet fully exploited the proposed advertising capacity.
Regarding the advertising space in print newspapers, Deputy Do Chi Nghia (Phu Yen Delegation) expressed his opinion that expanding the advertising space in print newspapers will help press agencies better implement the financial autonomy mechanism and better in their operations. However, in reality, the current difficulties that press agencies face are not due to lack of advertising space in print newspapers, but the most difficult is the lack of advertising.
From there, Mr. Nghia proposed that press agencies should be given autonomy in advertising space. “Newspapers and magazines should decide on advertising space in print, except for special press agencies that use the state budget and are allowed to order and purchase products. “The law should be assigned to the Government to regulate, that is, for newspapers that are guaranteed by the budget, the Government should regulate in detail. The rest should be open and liberal for press agencies and should not be “managed”. Openness is appropriate for the current market economy conditions,” Mr. Nghia said.
Explaining at the meeting on advertising in the press, Minister of Culture, Sports and Tourism Nguyen Van Hung said that regarding advertising in the press, the Ministry will work with the Ministry of Information and Communications and major press agencies to listen to and absorb the discussion opinions of National Assembly deputies, and try to ensure the interests of press agencies but at the same time not affect the interests of users. "There is an opinion suggesting that press agencies should be proactive and self-employed, which is an opinion worth considering while we are implementing a market economy" - Mr. Hung said and said that in the near future, the Party and the State are making a revolution in organization, including rearranging press agencies, so they will certainly calculate to ensure it.
