On the morning of October 27, the National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Explaining, receiving and revising the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi said that many opinions suggested adding regulations on standards for maximum age; the regulation stipulates that the maximum age when participating in this force is not over 65 years old.

The Standing Committee of the National Assembly finds that, according to the provisions of the draft Law, one of the criteria for citizens to be selected to join the force to protect security and order at the grassroots level is to ensure health standards according to regulations.

However, taking into account the opinions of National Assembly deputies, in order to ensure health requirements, the National Assembly Standing Committee has added to the draft Law only regulating the case of terminating participation in the force participating in protecting security and order at the grassroots level in cases where health is no longer guaranteed (at Point b, Clause 3, Article 17).

Commenting on the draft law, National Assembly member Pham Van Hoa ( Dong Thap delegation) said that the draft only stipulates health standards for participants, while this force is like an "extended arm" of the commune-level police, supporting many very important tasks.

“Therefore, there should be an age limit. How can a 70-year-old stay alert at night? It is also very offensive for a 70-year-old to direct traffic,” Mr. Hoa said.

The Dong Thap delegation also gave the example that it is reasonable for village secretaries, village chiefs, and village chiefs to be old, they need prestige, and any age is fine. However, for the force participating in protecting security and order at the grassroots level, not having age regulations is unreasonable.

The important thing is that people have good health and a volunteer spirit.

According to delegate Le Thi Thanh Lam ( Hau Giang delegation), regarding the scope of regulation, according to the draft law, this law stipulates the position, functions, tasks, principles of organization, operation, working relationships, force building, ensuring operating conditions and responsibilities of agencies and organizations towards the forces participating in protecting security and order at the grassroots level. The delegate suggested adding "authority of the forces participating in protecting security and order at the grassroots level" to the scope of regulation.

Regarding the standards for participating in the force to protect security and order at the grassroots level, Article 13 of the draft law stipulates that the standard for participation is Vietnamese citizens aged 18 and over, but has not yet set a maximum limit for participating in this force.

Ms. Lam suggested that the drafting committee should study and stipulate a maximum age, because currently there are many reckless and reckless criminals who resist law enforcement officers, easily causing injuries to those participating in the task. Elderly people may lack agility, making it difficult to complete security protection tasks.

In addition, regarding training and support for people participating in the force to protect security and order at the grassroots level, Article 23 of the draft law stipulates that people participating in the force to protect security and order at the grassroots level are entitled to receive regular monthly support and support for voluntary social insurance and health insurance contributions at the level decided by the Provincial People's Council.

However, delegates suggested that it is necessary to study the payment policy for security forces participating in the grassroots with a specific salary level, calculating the salary coefficient, to meet the requirements of life and attract more active and effective participants.

Participating in the meeting, National Assembly Deputy Nguyen Hai Dung (Nam Dinh delegation) highly appreciated the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level submitted to the National Assembly at the 6th session.

Through a field survey, delegates said that the security force at the grassroots level is very enthusiastic and dedicated to the community, supporting local authorities in hotspots at the grassroots level.

Regarding the age of participation in the force participating in protecting security and order at the grassroots level, the Nam Dinh delegation agreed with the provisions of the draft Law, that is, Vietnamese citizens aged 18 years or older who wish to participate in the force participating in protecting security and order at the grassroots level and have good health according to the certificate of a medical examination and treatment facility established and operating in accordance with the provisions of law.

Delegates said that it is important that people who are healthy, have a spirit of volunteerism and responsibility to the community should join the force to protect security and order at the grassroots level.

The delegate proposed to transfer Clause 2, Article 13: "Priority is given to selecting citizens who have served in the People's Public Security Force, the People's Army, citizens who are knowledgeable about customs and practices, and have prestige in the community to join the force participating in protecting security and order at the grassroots level" to Article 15 accordingly.

National Assembly Deputy Le Tat Hieu (Vinh Phuc delegation) expressed his high agreement with the National Assembly Standing Committee's Report on the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Regarding the standards for participating in protecting security and order at the grassroots level, delegate Le Tat Hieu expressed his high agreement with the draft's content, which only stipulates the minimum age of 18 years or older.

Because the force participating in protecting security and order at the grassroots level is a mass force that participates voluntarily. Therefore, it is necessary to have open regulations on age to attract people who, although old, still ensure health, enthusiasm, responsibility, prestige and responsibility in participating in protecting security and order at the grassroots level .
