Propose strategic initiatives
During the meeting with WIPO Director General Daren Tang, Minister Nguyen Manh Hung shared that Vietnam is entering the third stage of development, aiming to become a high-income country, based on the foundation of science and technology, innovation and digital transformation. The Minister emphasized the extremely important role of intellectual property in this stage, and affirmed that Vietnam considers innovation as the focus and the whole people innovate.
To realize this goal, Minister Nguyen Manh Hung proposed many important contents for WIPO to support Vietnam:
Support for the development of patent maps for 11 strategic technology groups was issued by the Prime Minister in June. This is considered a key step to help Vietnam master technology, promote research and development (R&D) and realize the goal of becoming a high-income country based on science and technology, innovation and digital transformation.
Architectural consultancy for a digital platform on intellectual property management , based on upgrading the current IPAS software of the National Office of Intellectual Property, in a direction that is both international and specific to Vietnam. Vietnam is committed to sharing this new software with other countries through WIPO after successful development.
Support Vietnam in measuring the impact of innovation on economic growth , considering this as key to encouraging countries to increase spending on R&D.
Vietnam volunteers to be a testing ground for new WIPO initiatives to promote innovation.
Vietnam is a model of intellectual property and innovation.
In response to the Ministry of Science and Technology’s requests, Director General Daren Tang congratulated Vietnam on its impressive ranking in the Global Innovation Index (GII). Mr. Tang commented that with a ranking increase of more than 10 places in just 10 years, Vietnam is a model that proves that intellectual property and innovation can be successful even in developing and emerging countries.
Mr. Tang also noted that Vietnam has long been a testing ground for many new WIPO initiatives, typically the GII Provincial Innovation Index. This Vietnamese initiative has inspired many other countries such as India, and now Cuba and Brazil are also interested in this model. Regarding the patent mapping initiative, Mr. Tang assessed this as a "powerful tool" and hoped that Vietnam would join the global community that WIPO is developing in this field.
Signing of Memorandum of Understanding on Strategic Cooperation
Minister Nguyen Manh Hung witnessed the signing ceremony of the memorandum of understanding on cooperation between WIPO and the National Office of Intellectual Property.
This Memorandum of Understanding opens a new chapter of cooperation between Vietnam and WIPO, which is especially important in the context of the world shifting from protection to commercialization of intellectual property rights. The signing of the Memorandum of Understanding also affirms the guiding and leading role of the Ministry of Science and Technology in the field of intellectual property in the new period.
The overall objective of the MoU is to cooperate in priority areas to support Vietnam in achieving its breakthrough development goals in science, technology, innovation and national digital transformation. The priority areas of cooperation agreed upon by both sides include:
Support the review, development and implementation of intellectual property laws, strategies and action plans at the national level;
Promote the effective operation and use of international intellectual property registration systems in Vietnam;
Capacity building for small and medium enterprises (SMEs), start-ups and intermediary organizations in managing, protecting and commercializing intellectual property;
Promote the creation and commercialization of domestic intellectual property , including university-industry cooperation, technology transfer and intellectual property research (such as research on building an index measuring the contribution of intellectual property to socio-economic development).
Expand training on intellectual property at all levels, develop professional skills and provide materials for propaganda and raising public awareness.
Improve organizational capacity, apply digital solutions and artificial intelligence (AI) in appraisal work and support the establishment of an intellectual property dispute resolution mechanism (including a mediation mechanism) for the Intellectual Property Office.
The National Office of Intellectual Property is designated as the focal point for implementing this Memorandum of Understanding on the Vietnamese side. The Asia and Pacific Division, under the Development Cooperation Division, Regional and National Development Sector, will be the focal point for implementing the WIPO side.
