Promoting the spirit of "proactiveness, creativity, daring to think, daring to do, daring to break through"

The 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030, was a great success. The delegates agreed with the province's long-term goals and strategies. At the same time, the delegates also pointed out the favorable conditions that are converging for Hung Yen to make a strong breakthrough and realize its future goals.

According to the delegates, the first favorable condition is the drastic and urgent direction of the Central Government in implementing revolutionary policies and strategic decisions, especially the revolution of streamlining the apparatus of the political system associated with strong decentralization and delegation of power; breakthroughs in science and technology development, innovation, digital transformation; development of the private economy, international integration; innovation in law-making and enforcement; development of education and training... The important decisions of the Central Government in the above fields, along with the new thinking on decentralization and delegation of power in the spirit of "locality decides, locality does, locality is responsible" are creating historic opportunities for breakthrough development of the country in general and of each locality, including Hung Yen.

The second favorable condition pointed out by the delegates is that the establishment of the new Hung Yen province on the basis of merging the old Hung Yen province and Thai Binh province has expanded the development space, creating more advantages, potentials and new opportunities for Hung Yen. Currently, the province has a favorable geographical location, a fairly synchronous multi-modal transport infrastructure connecting the region; located in the growth triangle of Hanoi - Hai Phong - Quang Ninh. Not to mention, Hung Yen - Thai Binh is a land of "spiritual land, talented people", where many unique cultural and historical values of the Red River Delta converge and crystallize, so the merger of the two provinces is also the enrichment of cultural and spiritual values, becoming the soft power of Hung Yen in the development process.

The third favorable condition emphasized by the delegates is the spirit of solidarity and unity within the Party and high consensus in the whole society. This is also a particularly important condition for Hung Yen to be able to gather internal strength to achieve the goals ahead.

Based on the delegates' discussion, the Congress passed a Resolution with 9 economic development targets, 15 social development targets, 7 environmental protection targets and groups of targets on national defense, security, social order and safety, and Party building and the political system. In particular, the province strives for an average growth rate of gross regional domestic product (GRDP) in the period 2026 - 2030 of 10 - 11%; GRDP per capita by 2030 to reach over 180 million VND; GRDP scale by 2030 to be about 600,000 billion VND.

At the Congress, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc emphasized: "Our country is entering a breakthrough development period to realize two 100-year goals: by 2030, becoming a developing country with an upper middle income; by 2045, becoming a developed country with a high income. These are very high goals, so in the next term, the requirements for localities in the country in general and Hung Yen province in particular are also much higher than in the previous term." Basically agreeing with the strategic orientations that Hung Yen set for the 2025 - 2030 term, the Chairman of the Central Inspection Commission suggested that Hung Yen province should continue to promote the spirit of initiative, creativity, daring to think, daring to do, daring to break through to take advantage of opportunities and favorable conditions for rapid and sustainable development.

Determined to realize the goals of the resolution

At the Congress, Party Central Committee member, Hung Yen Provincial Party Secretary Nguyen Huu Nghia affirmed: “The Congress set the goal by 2030, with a strategic vision by 2045 to build Hung Yen into a smart, ecological city directly under the Central Government. This is an extremely great and heavy goal with many difficulties and challenges, but our generation today is very proud to shoulder this glorious and glorious historical mission. To build a rich, beautiful, modern, civilized, prosperous and prosperous Hung Yen, where the people have a good and happy life, we must definitely successfully implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, responding to the expectations and hopes of the people”.

Accordingly, the Provincial Party Secretary said that immediately after the Congress, the province will urgently review and concretize the Congress Resolution into an action program with tasks, projects, and investment projects, along with strengthening regular inspection and supervision, timely summarization and conclusion with the spirit of "clear work, clear people, clear responsibilities, clear results, clear deadlines" and the motto "one policy, ten solutions, twenty determinations". All cadres, party members, soldiers of the armed forces and people in the province will promote the glorious cultural and historical traditions and heroic revolution of the homeland, unite, be dynamic, creative, constantly strive to rise up, use all strength, intelligence, talent, maximize all potentials and advantages, overcome all difficulties and challenges, take advantage of all opportunities, turn "danger" into "opportunity" to successfully implement the goals set out in the Congress Resolution.

In his speech directing the congress, Chairman of the Central Inspection Commission Nguyen Duy Ngoc requested Hung Yen province to carry out well the "great work" of building a clean and strong Party and political system - this is the key task to successfully implement the set socio-economic development goals. In particular, special attention should be paid to building a team of cadres with qualities, capacity, prestige, equal to the task, daring to think, daring to do, daring to take responsibility - this is the "key of the key" issue.

In addition, strengthen the building of the great national unity bloc, consolidate the cohesion and consensus among the people. Regularly care for and consolidate the internal unity and solidarity bloc; build a truly clean and strong Party organization, with unity in will and action, closely connected with the people. Consider solidarity and unity within the entire Party organization as the decisive factor, the nucleus that spreads solidarity and unity throughout society.

With the characteristics of a province newly merged from two provinces, the Chairman of the Central Inspection Committee requested that the Party Committee of Hung Yen province pay utmost attention to prevent and resolutely not let the situation of disunity and the mentality of discriminating cadres "this province, that province". The entire Party Committee must deeply imbue the idea of "taking the people as the root", be of one mind, be consistent, turn aspirations into actions, and be determined to build Hung Yen rich, prosperous, civilized, and happy, contributing to the whole country entering the era of strong and prosperous development.
