Competitive advantage
After being established on the basis of merging 5 communes and towns of the old Luc Nam district (including 2 towns: Doi Ngo, Phuong Son and 3 communes: Cuong Son, Chu Dien, Tien Nha), Luc Nam commune not only expanded its area and population, but also emerged as a potential locality, holding many outstanding competitive advantages compared to other communes in the region. First of all, in terms of traffic infrastructure, the commune has a central location, converging all national highways 31, 37, provincial road 293, along with Luc Nam river and Kep - Ha Long railway running through. This is a favorable condition for connecting trade with localities inside and outside the province, creating momentum for the development of trade, services and industry.

In addition, in the commune there are 2 industrial clusters, Gia Khe and Doi Ngo, currently attracting more than 8,000 workers. In addition, Phuong Son - Dai Lam Industrial Cluster, with a total area of 47.5 hectares, has been approved by the Provincial People's Committee for investment policy and is implementing site clearance procedures, promising to expand the space for strong economic growth in the near future.
The commune also has a developed financial and banking system with 10 commercial bank branches in operation. In 2024, the total mobilized capital in domestic currency will reach VND 9,410,038 billion, an increase of VND 1,377,171 billion compared to the previous year; the total outstanding loan balance will reach VND 5,681.4 billion, creating a solid foundation to promote capital flow, supporting businesses and business households in the commune to invest in developing production, business and services.
Luc Nam's trade and service potential is also clearly affirmed through the network of markets and commercial centers. Currently, the commune has 4 large markets, including 2 class II markets (Thanh Xuan, San) and 2 class III markets (Doi Ngo, Chang) with more than 550 regular business households; there are 2 supermarkets and commercial centers. In addition, there are more than 2,380 other service business households, meeting the bustling trading needs of people inside and outside the commune. The value of the service industry by 2025 is estimated at 2,212 billion VND, accounting for nearly 30% of the commune's economic structure. In particular, a number of commercial and service land projects such as the residential area on lane 2 of National Highway 31, the Eastern residential area, Phuong Son residential area and the floating island of Thanh Nien lake... are being reviewed to attract investment, opening up new development space. Meanwhile, neighboring communes do not have large markets and shopping centers, which is a favorable condition for Luc Nam commune to become a highlight of the commercial and service center of the whole region. Mr. Nguyen Quang Thong, Director of The City Luc Nam supermarket (The City Vietnam Trading and Service Limited Company) said: "The supermarket was built and put into use in 2022, with a total area of 9,400m2. Currently, the supermarket is serving 1,600 items, including food, fresh frozen goods, clothes, shoes and cosmetics... Due to the variety of goods and guaranteed quality, not only people in the commune but also people from many other communes come here to shop."
Three strategic breakthroughs
In addition to its outstanding competitive advantages, Luc Nam commune is also facing many difficulties and challenges. Because the commune was newly established, investment resources for the trade and service sectors are limited. Commercial infrastructure, especially the markets in the area, have mostly been invested in for a long time, many items have degraded, not meeting development requirements in the context of increasing buying and selling needs. Mr. Dang Van Toi, Head of the San Market Management Board, commented: "San Market was invested in by the State since 2008, with a total area of 17,800 m2. Although it has been renovated and repaired several times, the scale of the market's construction items is now outdated, not meeting modern shopping needs in the new situation."
Some commercial and service projects in the commune, although having land and suitable for planning, have not attracted many investors. In addition, the hesitation of a part of households and small traders in traditional markets who are afraid to change their business methods and locations is also a barrier in the process of modernizing and developing the commune's trade and service system.
It is known that the Resolution of the 1st Party Congress of Luc Nam Commune, term 2025 - 2030, sets a major goal: By 2030, Luc Nam will become a central ward, a commercial - service nucleus of the whole region, with an average annual growth rate of product value of over 13.5%. To realize that vision, Luc Nam Commune has been focusing on three breakthrough solutions. First of all, the Commune Party Committee directed the Commune People's Committee to review and adjust the planning, coordinate with investors to reserve land for services and commerce from 3,000 - 5,000 m² in each new residential area and urban area. Projects that have cleared the site will be prioritized to be included in the investment attraction list, creating clean land funds, ready to welcome investors.
Next is the development of modern commercial infrastructure associated with traditional markets. In addition to encouraging investment in supermarkets and large-scale service stores along National Highways 31, 37, Provincial Highways 293, 295, the commune focuses on upgrading and renovating existing market systems such as Thanh Xuan, Chang, Doi Ngo, and San. At the same time, building specialized streets and commercial and service spaces associated with urban beautification, forming the appearance of a modern commercial center while still promoting the role of a traditional market.
Comrade Luong The Tuan, Secretary of the Commune Party Committee, said that another breakthrough is to promote the private economy and improve regional connectivity infrastructure. Luc Nam Commune synchronously implements Resolution 68-NQ/TW of the Politburo and Plan 11-KH/TU of the Provincial Party Committee Standing Committee, creating an open investment and business environment, providing maximum support for businesses and business households to expand their scale. At the same time, it focuses on site clearance and investment in key traffic routes, especially the route from the old Phuong Son town to the old Thanh Lam commune and from Regiment 111 to the old Phuong Son town, parallel to National Highway 37 to create regional connectivity and expand the space for trade and service development.
With a strategic vision, clear development orientation and three breakthrough solutions above, Luc Nam commune is gradually turning its advantages into growth drivers.
