According to Minister Nguyen Kim Son, one of the new issues stipulated in this draft law compared to current regulations is the salary policy and retirement regime for teachers.
On the morning of November 9, Minister of Education and Training Nguyen Kim Son presented the draft Law on Teachers to the National Assembly.
Teachers' salaries are ranked highest in the administrative salary scale.
Accordingly, the retirement age of teachers in this draft law is also regulated separately in accordance with the characteristics of professional activities, according to the Minister of Education and Training .
In particular, preschool teachers, if they wish, can retire at a lower age but not more than 5 years earlier than the regulation and will not have their pension rate deducted due to early retirement.
Teachers with the title of professor, associate professor or doctoral degree and working in specific specialized fields and industries are entitled to retire at an older age.
The draft law also stipulates that teachers' salary policies are prioritized. The draft law stipulates that teachers' basic salaries are ranked highest in the administrative career salary scale system.
Teachers are entitled to preferential vocational allowances and other allowances depending on the nature of their work and the region, and continue to receive seniority allowances until the salary policy according to Resolution 27 of the Central Committee is implemented.
Preschool teachers, teachers working in especially difficult areas or specialized schools, teachers implementing inclusive education, teachers of ethnic minorities and teachers in some specific professions... are given priority in terms of higher salaries and allowances.
Minister Son emphasized that with this draft, teachers recruited and paid for the first time will have their salary increased by one level in the administrative career salary scale system.
The Draft Law on Teachers also stipulates policies to attract highly qualified people, talented people, excellent graduates, young scientists , and people with special talents to participate in recruitment as teachers; teachers to work in especially difficult areas such as ethnic minority areas, mountainous areas, coastal areas, and islands.
Need to carefully evaluate the policy of collective accommodation for teachers in rural areas
Examining the draft Law on teachers' retirement, the Committee on Culture and Education agreed to stipulate that teachers in preschools can retire at a lower age (no more than 5 years) than the provisions of the Labor Code and will not have their pension rate deducted due to early retirement. However, there are opinions suggesting that it is necessary to carefully assess the impact on resources to ensure the implementation of this policy.

Regarding salary policy, Chairman of the Culture and Education Committee Nguyen Dac Vinh emphasized that this is an important content, requiring priority policies, support, and attraction of teachers according to the conclusion of the Politburo and the resolution of the Central Committee.
However, Mr. Nguyen Dac Vinh said that there were opinions suggesting to study and properly implement the spirit of the Party's Resolution on reforming salary policy; consider regulating salary policy for teachers in the non-public sector; not re-regulating the policy of renting public housing as stipulated in the Housing Law; and need to carefully evaluate the resources to implement the policy of ensuring collective accommodation for teachers when working in rural areas.
Regarding training and fostering, the Committee on Culture and Basic Education approved the regulations on training and fostering teachers, without distinguishing between teachers in the public and non-public sectors. However, there were opinions suggesting clearly defining the State's responsibility in paying for the training costs for teachers when they are sent to participate in training programs.
Regarding teacher management, the inspection agency approved the regulations on the tasks and powers of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs in State management of teachers.
Mr. Vinh emphasized that this is a new policy, creating conditions for the education sector to be proactive in mobilizing, rotating, and arranging teachers between localities; overcoming the situation of local surplus and shortage of teachers. However, the review agency proposed to consider giving these agencies the authority to preside over and coordinate the work of teachers working in schools of the People's Armed Forces.
