Proposal to subsidize basic salary for preschool teachers: More motivation for teachers to love their profession

Recently, the Ministry of Education and Training has proposed that newly recruited public preschool teachers from the 2025-2026 school year will be subsidized at least 1 year of basic salary with a commitment to work for at least 5 years.

Ms. Nguyen Thi Tuyen - Vice Principal of An Khanh B Kindergarten (An Khanh, Hanoi ) said that this policy is very practical and appropriate, helping newly recruited teachers to quickly stabilize their lives, feel secure in their work, limit the situation of quitting the profession due to financial difficulties, and at the same time contribute to attracting more human resources for preschool education.

The one-year basic salary allowance (VND2.34 million x 12 months) is a significant financial support, helping to reduce the initial burden for new teachers, who often have low salaries. This increases the attractiveness of the Early Childhood Education industry, encouraging many good students to apply to pedagogical colleges and universities.

“This subsidy is the State’s recognition of the role of preschool teachers, helping them feel respected and motivated to contribute more. However, instead of providing subsidies from the first year and committing to work for at least 5 years, the State can provide support on a yearly basis to create motivation along with reward and seniority regimes for young teachers who are new to the profession,” Ms. Nguyen Thi Tuyen said.

Ms. Dang Thi Thu Huong - Principal of Hai Van Kindergarten (Hai Hung, Ninh Binh ) acknowledged that this proposal of the Ministry of Education and Training comes from reality and meets the expectations of the majority of young teachers who have just entered the profession. The pressure and hardship of preschool teachers compared to other levels of education are very clear. Therefore, this policy will contribute to sharing with teachers the financial difficulties, thereby making them feel secure in their profession.

According to Ms. Huong, many public kindergartens are having difficulty recruiting due to low salaries and high work pressure. The financial subsidy will help schools attract more candidates, solving the problem of teacher shortage. At the same time, this policy will help kindergartens retain teachers longer, reducing the situation of constant personnel turnover, affecting the quality of education.

compensate for hardship

Currently, Vu Ninh Kindergarten (Vu Quy, Hung Yen) has 43 staff, teachers, and employees on the payroll, and is short of 4 teachers according to the payroll. Principal Lai Cong Hoan said that the school is making a proposal to superiors to recruit additional teachers for the 2025-2026 school year.

With more than 20 years of experience in the profession, Mr. Lai Cong Hoan is concerned that the working hours of preschool teachers often start at around 6:30 am and end after 5:00 pm or later to wait for parents to pick up their children. Many teachers have to spend their lunch break preparing lesson plans, making toys and equipment, without much time to rest.

“Preschool teachers are not only teachers, but also take on many other roles, such as babysitting, cleaning, feeding, sleeping, and washing clothes. The starting salary is low, while the workload and intensity are high, causing many teachers, despite their love for children, to quit their jobs, especially in big cities. If this subsidy policy is applied, it will be extremely necessary and humane,” said Mr. Hoan.

With a scale of about 300 children studying, Ms. Do Thi Thanh Tam - Principal of Nam Phuong Tien Kindergarten (Xuan Mai, Hanoi) assessed that the current Party and State leaders are very interested in the field of education, including preschool education. Each policy decision comes from the desire of the team of teachers and managers to improve the quality of education.

In particular, the Ministry of Education and Training proposed that newly recruited public preschool teachers from the 2025-2026 school year will be subsidized with at least 1 year of basic salary with a commitment to work for at least 5 years, which is extremely reasonable and appropriate. Young teachers who have just graduated from school, carrying the enthusiasm of youth and the qualifications they have been trained in pedagogical schools, need to be recognized and shared appropriately to confidently pursue their career.

Pedagogical students welcome great joy

Unable to hide her joy, student Phung Minh Oanh - majoring in Preschool Education, Lang Son Pedagogical College (Lang Son province) said that this proposal is very practical, especially for newly graduated teachers. A minimum subsidy of one year of basic salary is like an initial financial support, a support to help young teachers stabilize their lives, reducing the economic burden when they first enter the profession.

“The job of a preschool teacher is inherently difficult, requiring perseverance and love for children. Therefore, being supported from the very beginning will make them more secure and confident in sticking with the profession for a long time. More importantly, instead of worrying about income or job opportunities, teachers can focus on improving their skills and accumulating more experience,” Phung Minh Oanh expressed.

From the student’s perspective, Minh Oanh said that this information has brought great excitement and peace of mind to students studying Preschool Education. This is not only a source of motivation for each student to strive to study and practice throughout the training process, but also contributes to strengthening the belief in stable job opportunities after graduation.

“We clearly feel the attention and respect of the State and society for the Preschool Education sector. This companionship gives us more confidence to stick with the profession for a long time, and at the same time, urges each student to make more efforts and be ready to contribute to the career of “growing people” at the first level of education. That is the foundation for the development of future generations of the country,” Phung Minh Oanh shared.

Sharing the same opinion, Ms. Nguyen Thi Hai - a retired preschool teacher in Lang Son said that the nature of the job is stressful, the starting salary is not high, the recruitment mechanism is limited, so in some localities many teachers quit their jobs halfway, especially young teachers.

This proposal demonstrates the special attention of the Party, Government and State to preschool teachers, helping teachers feel secure in their work; at the same time, it encourages and attracts new graduate teachers, especially excellent student teachers. This mechanism also helps attract young teachers to work and contribute to difficult areas; teacher training colleges recruit students with high entrance scores, eliminating the prejudice that poor students are new to the preschool education industry.

Ms. Vu Thu Ha - a kindergarten teacher at Tan Mai Kindergarten (Phuc Loi, Hanoi) commented that if this proposal is implemented, it will bring joy, excitement and have a great impact on teachers, especially young teachers.

Newly graduated teachers often face financial difficulties due to low income, lack of seniority allowance, and high travel and accommodation costs. This support helps them reduce pressure and focus more on work. A minimum commitment of 5 years of work motivates young teachers to stay in public schools and not have to look for extra work to cover living expenses.

“Currently, the salary of preschool teachers is low compared to other levels of education; the work is hard, requiring preschool teachers in terms of effort, time, etc. Therefore, the preschool education industry does not attract many talented people. With this proposal, young teachers like me will feel cared for, respected more, have more equality in school and have more motivation to develop professionally in the public environment,” Ms. Vu Thu Ha shared.
