Proposal to unify a set of textbooks, abolish secondary school graduation certificates

The new point of the draft Law on Education stipulates a unified set of textbooks nationwide, abolishes the issuance of junior high school graduation certificates, and diplomas can be issued in paper/electronic/digital form.

On the morning of October 22, the National Assembly listened to Minister of Education and Training Nguyen Kim Son present three laws related to education: the draft Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education (amended); and the Law on Vocational Education (amended).

With the draft Law amending and supplementing a number of articles of the Law on Education , the basic content focuses on 4 groups. In particular, the Draft Law stipulates a unified set of textbooks nationwide; does not organize school councils in public educational institutions; completes regulations on scholarships for learners, supplements the national scholarship fund; innovates the model of gifted schools, and adds the type of boarding schools.

The Draft Law also removes practical obstacles, ensures state management and the unity of the legal system: adds vocational secondary education at the same level as high school education to the national education system; clarifies the direction of post-secondary education in accordance with the capacity, strengths and talents of learners, and removes obstacles and difficulties in practical training of specific professions in the field of art.

In addition, the draft does not stipulate mandatory quality assessment for preschool education, general education, and continuing education.

The draft adjusts 69 out of 126 current administrative procedures (accounting for 54.76%), in the direction of not directly regulating administrative procedures in the Law but transferring them to regulations in the Government 's Decree, while at the same time cutting down, digitizing and strongly decentralizing to localities as well as educational institutions, contributing to improving management efficiency and creating convenience for learners and schools.

Specifically, the procedure for granting junior high school graduation certificates is eliminated, and the school principal/head of the facility implementing the junior high school education program is assigned to confirm the transcript of completion of junior high school program.

The regulation that diplomas and certificates can be issued in paper/electronic/digital form creates a legal basis for digitization, integration and sharing of diploma and certificate data; only stipulates general principles on establishment/permission to establish, permission to operate, suspension of operation, merger, division, separation, dissolution and assigns authority to the Government to prescribe detailed and specific conditions; at the same time, amends the authority to establish/permit to establish in the direction of strong decentralization to localities.

Examining these bills, Chairman of the Committee on Culture and Society Nguyen Dac Vinh stated that the Committee agrees with the regulation that the State provides a set of textbooks for unified use nationwide, in order to institutionalize the Party's policy on general education textbooks.

Regarding local educational materials, the Committee approved the regulation in the direction of assigning the authority to organize compilation to specialized agencies under the provincial People's Committee, the provincial appraisal council to appraise, and transferring the authority to approve local educational materials to the provincial People's Committee Chairman to ensure the initiative of localities.

The Committee approved the removal of the regulation on granting junior high school diplomas, and only stipulated that the confirmation of secondary school completion transcripts be carried out by the junior high school principal.

Chairman of the Committee for Culture and Society Nguyen Dac Vinh requested the drafting agency to clarify the standards and methods for granting vocational secondary school diplomas to confirm the basis for determining equivalence with high school diplomas.

Also according to the Chairman of the Committee on Culture and Society, the Committee agrees to abolish all regulations on conditions for establishing educational institutions and conditions for permission to operate educational institutions; suspend educational activities; merge, divide, separate, and dissolve educational institutions.

At the same time, the Committee agreed to maintain the principled provisions on the authority and procedures for establishing or permitting establishment; permitting educational activities, suspending educational activities; merging, dividing, separating, and dissolving educational institutions; and assigning the Government to provide detailed regulations.
