Dien Bien announces resolutions and decisions on administrative unit mergers

On the morning of June 30, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Dien Bien province held a ceremony to announce the Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units; rearranging commune-level administrative units; deciding to establish commune-level Party Committees; and appointing personnel for Party Committees and leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at commune levels in the province.

The ceremony was held directly at the provincial bridge point and online to the bridge points of 45 communes and wards.

Attending the announcement ceremony were comrade Bui Thanh Son, Deputy Prime Minister, Minister of Foreign Affairs ; leaders of several central ministries, departments and branches. On the side of Dien Bien province, there were comrades: Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mua A Son, Standing Deputy Secretary of the Provincial Party Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lo Van Phuong, member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council; Mua A Vang, alternate member of the Party Central Committee, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; and former leaders of the province; Provincial Party Standing Committee; leaders of the Provincial People's Committee and leaders of several departments, departments, branches and localities in the province.

The ceremony announced resolutions and decisions including: Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Dien Bien province in 2025; Decision of the District Party Executive Committee on ending the activities of the old commune and ward-level Party Committees. Decision of the Provincial Party Executive Committee on ending the activities of 10 district-level Party Committees; Decision of the Provincial Party Executive Committee on establishing 45 commune and ward Party Committees directly under the Provincial Party Committee.

Announce the Decision of the Provincial Party Standing Committee on appointing personnel for the Party Executive Committee, the Party Standing Committee, the positions of Secretary, Deputy Secretary of the Party Committee; the Inspection Committee, the positions of Chairman, Deputy Chairman of the Inspection Committee of the Party Committee of the commune and ward (new). Announce the Resolution of the Provincial People's Council Standing Committee on appointing the Chairman, Vice Chairman, Head of the People's Council; Chairman, Vice Chairman of the People's Committee of the commune and ward; Decision of the Provincial Vietnam Fatherland Front Committee on establishing the Vietnam Fatherland Front at the commune level.

Speaking at the ceremony, Deputy Prime Minister Bui Thanh Son warmly praised the results that the Party Committee, government and people of all ethnic groups in Dien Bien province have achieved in socio -economic development and ensuring national defense and security in recent times. In particular, thoroughly grasping the policies and directions of the Central Government, Dien Bien province has overcome difficulties, focused on implementing the reorganization of the apparatus, building a 2-level local government model and has so far successfully completed the assigned tasks, contributing to the overall success of the whole country.

In order for Dien Bien province to promote its potential advantages, including the smooth operation of the two-level local government system, the Deputy Prime Minister requested the authorities and people of all ethnic groups in the province to resolutely implement the tasks and solutions set out. Continue to thoroughly grasp and actively implement the important major policies and orientations of the Central Government; resolutely be proactive and creative in leadership, direction and administration to remove difficulties and obstacles, effectively mobilize all resources to successfully implement socio-economic development goals. Step up propaganda work to raise awareness and sense of responsibility of cadres, party members and people about the revolution of reorganizing and streamlining the apparatus, building two-level local governments...

Provincial Party Secretary Tran Quoc Cuong expressed that, for Dien Bien province, although there are still many difficulties, especially in terms of facilities and staff, but with the determination of the Party Committee, the government and the people of all ethnic groups, the arrangement of the organizational apparatus and the construction of a two-level local government have been deployed and achieved many important results, meeting the requirements of the Central Government. Thereby, Dien Bien province will strive to operate a two-level local government to ensure smoothness, efficiency, effectiveness, and efficiency, truly a government serving the people and businesses; opening up new spaces and opportunities in socio-economic development, improving people's lives.
