Adjusting the planning of Gia Binh International Airport

The Ministry of Construction approved the task of adjusting the planning, aiming to upgrade Gia Binh airport to meet 4F airport standards and become a regional transit hub.

The Ministry of Construction issued Decision No. 1672/QD-BXD effective from October 2, 2025, approving the task of adjusting the Gia Binh International Airport Planning for the 2021-2030 period, with a vision to 2050.

This is an important step to concretize the development orientation of Gia Binh to become a 4F airport according to the standards of the International Civil Aviation Organization (ICAO), and at the same time form an international passenger and cargo transit center of the region.

Solid legal basis

The decision was issued based on important legal grounds such as the 2017 Planning Law, the Law on Civil Aviation of Vietnam, Decree No. 05/2021/ND-CP of the Government on management and exploitation of airports, and especially Resolution No. 03/2025/NQ-CP on special mechanisms and policies for investment in the construction of Gia Binh International Airport.

In addition, the decision is also based on Submission No. 4550/TTr-CHK of the Civil Aviation Authority of Vietnam and the Appraisal Report of the Department of Planning and Finance (Ministry of Construction).

Objectives and scope of planning adjustment

The planning adjustment task is implemented for the 2021-2030 period, with a vision to 2050, with a research scope of about 1,960 hectares and neighboring areas.

The main objectives of the adjustment include:

Achieving 4F airport scale according to ICAO standards;

Reasonable space arrangement, ensuring the ability to develop modern and synchronous infrastructure;

Improve competitiveness and service quality to meet regional and international standards;

Develop Gia Binh Airport into a passenger and cargo transit center of the northern region.

The planning process will strictly comply with the laws on planning, civil aviation, national standards and ICAO recommendations, while ensuring national defense-security requirements, operational safety and high feasibility in actual implementation.

Main content of planning tasks

According to the Decision, the main contents of the adjustment tasks include:

Deputy Minister Bui Xuan Dung signed on behalf of the Minister of Construction to issue this Decision. Relevant units including the Office of the Ministry of Construction, the Department of Planning and Finance, the Civil Aviation Authority of Vietnam, the Ministry of Public Security and the People's Committee of Bac Ninh province are responsible for coordinating the implementation.

One is to survey, collect data and evaluate the current status of the area;

Second, update relevant local planning to ensure consistency in infrastructure connection;

Third, research on adjusting the scale, airport level and flight area configuration;

Fourth, propose a plan to develop civil aviation areas, optimize space and ensure long-term expansion;

Fifth, estimate the total investment and develop investment plans suitable for each development stage.

Assignment of implementation and planning deadline

The Ministry of Construction is the planning agency; the Civil Aviation Authority of Vietnam is assigned as the planning agency, responsible for closely coordinating with the sponsor and relevant ministries, branches and localities (Ministry of Public Security, People's Committee of Bac Ninh province) throughout the process of surveying, establishing and appraising the planning.

Aviation Construction Design and Consulting One Member Limited Liability Company (ADCC) is the sponsor of the planning product, responsible for ensuring implementation in compliance with current legal regulations.

The planning deadline this time is set by the Ministry of Construction within 30 days, not including the appraisal and approval time according to regulations.

New development momentum for the Capital region

According to the Civil Aviation Authority of Vietnam, the adjustment of the Gia Binh International Airport Planning is not only of technical or infrastructure management significance, but also a strategic step in the development of the key economic region of the North. When completed, Gia Binh Airport is expected to create tens of thousands of direct and indirect jobs, promoting the strong development of the service-logistics-trade-tourism industries.

In addition, the new airport will reduce the load on Noi Bai airport, increasing Vietnam's international connectivity capacity, especially in the context of rapidly increasing demand for air passenger and cargo transportation after the pandemic. The establishment of a transit center in Bac Ninh also helps shorten the supply chain, increase the competitiveness of export goods and attract foreign investment to the region.

In the long term, Gia Binh International Airport is expected to become a new growth pole in the Capital region, contributing to the goal of balanced and sustainable development between the central urban area and satellite areas, while affirming Vietnam's position in the Asia-Pacific regional aviation network.
