Heavy task, many difficulties

Hai Phong is gradually realizing the goal of becoming a leading center of maritime economy , industry and logistics in the country. In the issued resolutions, the city identified a series of key projects on transport infrastructure, industrial zones and new urban areas as the driving force for growth. To implement the projects, the task of site clearance is very heavy, requiring synchronous solutions. Because site clearance is not just land acquisition, but a complex process including policies, laws, economics and especially social and human factors.

The task of land clearance in the localities in recent times has been very large. According to the People's Committee of Hai An Ward, in the past 5 years, the ward has implemented land recovery to serve 34 projects with a recovered area of nearly 113 hectares. Up to now, the ward has completed land clearance for 19 projects with a recovered area of over 76 hectares, and is continuing to recover land for 15 other projects. According to the assigned task, in the 2025-2030 term, Hai An Ward must complete land clearance to hand over to investors of 19 projects, of which 7 projects are being implemented, with a recovered land area of over 341 hectares, involving 21 organizations and 932 households.

When implementing the 2-level local government model, Duong An commune was transferred by the Thanh Mien District Clearance Council (old) to continue clearing land for many large projects through the area, such as: Investing in the construction of provincial road 394B; resettlement area for the Lao Cai - Hanoi - Hai Phong railway project and the dredging and reinforcement project of the Sat - Phu irrigation canal...

In particular, the Lao Cai - Hanoi - Hai Phong railway resettlement project in the commune alone must clear more than 3.5 hectares of rice fields, more than 1,200 square ^{meters of} aquaculture land and relocate nearly 20 graves. The work of clearing large areas of rice fields requires transparency and fairness. The relocation of graves is also a sensitive issue, which must be in accordance with the procedures and local customs.

Multiple solutions

In recent years, the patriotic emulation movement in Hai Phong has truly become a big fire, spreading strongly, creating a vibrant atmosphere and being an important driving force for the Port City to achieve breakthroughs in development. Every year, the City People's Committee organizes and launches emulation to successfully implement the Resolution of the City Party Committee, the City People's Council and the annual theme of the city with the determination to strive to comprehensively complete the task of socio-economic development. From the city level to each base, emulation movements are concretized, linked with key political tasks, bringing practical results in all fields.

In particular, in the process of urban construction and modernization, the emulation movement in site clearance has contributed to ensuring the progress of a series of large projects and works. Emulation movements to accelerate site clearance, peak months for site clearance or integrating site clearance targets into the movement "The whole country joins hands to build new rural areas".

From 2023, the City People's Committee issued a plan to launch the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste in the city by 2030", including solutions to speed up site clearance to implement projects. The biggest role of these movements is to create motivation and collective responsibility, implement "Smart Mass Mobilization", listen to people's opinions, publicize and transparent compensation policies and promptly resolve complaints. Direct emulation shortens implementation time, creating many records for site handover speed for large projects.

Each locality has its own experiences in the process of site clearance for project implementation. Mr. Nguyen Van Vien, Chairman of Thuy Nguyen Ward People's Committee, informed that the Party Committee, the government and the entire local political system identified site clearance as an important political task of the locality, regularly leading, closely directing, and updating daily progress. The ward has completed the Site Clearance Steering Committee, assigning tasks according to the "6 clear" motto. To resolve difficulties, the ward focuses on implementing widespread democracy in all stages of site clearance. There is a specific, flexible, and humane support mechanism for difficult cases, based on legal regulations and practical conditions. Focus on ensuring the quality of resettlement areas, vocational training, and job conversion for agricultural workers who have lost their land.

Similarly, in Duong An commune, to do a good job of site clearance, according to comrade Nguyen Ngoc Quan, Standing Vice Chairman of Duong An Commune People's Committee, local leaders identified the key solution as publicizing and transparently implementing information on planning, compensation policies, and resettlement support. In particular, the commune organized many meetings and had direct dialogues with people to listen to their aspirations and directly answer and explain in detail each policy and legal regulation, thereby creating trust and consensus. Faced with the heavy task of site clearance, Hai An ward always takes people as the center and "goes to every alley, knocks on every door", approaching each member of the family whose land is recovered.

The people's consensus, sharing and trust in the city's development vision contribute to turning major decisions into reality, helping Hai Phong gradually remove bottlenecks, speed up the progress of key projects, towards the goal of building an increasingly civilized, modern and sustainable city.
