There have been the first directional instructions from the state management agency on construction and aviation related to the Project to establish an aviation logistics center combined with a duty-free zone towards a free trade zone at Long Thanh International Airport, proposed by the Airports Corporation of Vietnam (ACV).
Specifically, in the middle of last week, the Ministry of Construction issued Official Dispatch No. 10327/BXD-KGTC to ACV, stating the goal of turning Long Thanh International Airport into one of the major international air transit hubs in the Asia- Pacific region.
In Official Dispatch No. 10327, Mr. Le Anh Tuan, Deputy Minister of Construction, said that according to the approved Long Thanh International Airport Planning, in the southwest area of the Airport, a Cargo City has been arranged, with an area of about 136 hectares, oriented to form an aviation logistics area of Long Thanh International Airport.
“Thus, with the goal of becoming one of the international air transit centers in the region, Long Thanh International Airport has been planned and allocated space to develop an air cargo logistics center,” said a leader of the Ministry of Construction.
Regarding the orientation of forming Free Trade Zones, the leaders of the Ministry of Construction assessed that Free Trade Zones are a new model, being built by many countries to apply outstanding mechanisms and policies within a defined space, to verify the effectiveness and evaluate the impact of policies before considering applying them on a larger scale.
According to the Ministry of Construction, in the world , Free Trade Zones have been formed and developed with many different models, but up to now, Vietnam has only piloted them in some localities. The National Assembly has issued Resolution No. 136/2024/QH15 and Resolution No. 226/2025/QH15 stipulating the authority, order and procedures for establishing and forming functional zones in the Da Nang Free Trade Zone and Hai Phong Free Trade Zone.
Implementing the resolutions of the National Assembly, the Ministry of Finance is completing the Free Trade Zone Project, submitting it to the Politburo for approval, as a basis for orienting the development of relevant legal regulations for implementation.
In addition, the People's Committee of Dong Nai province is also researching and proposing the formation of a Free Trade Zone near the Long Thanh International Airport, which is expected to connect Long Thanh International Airport and Phuoc An Port.
“ACV needs to work with the People's Committee of Dong Nai province on the scope, scale, and roadmap for establishing a Free Trade Zone according to the province's research plan to propose the role and function of the 136-hectare area at Long Thanh International Airport. At the same time, work with the Ministry of Finance on the conditions, procedures, and authority to decide on the establishment of a Duty-Free Zone and a Free Trade Zone to complete the Project,” the leader of the Ministry of Construction recommended.
Major logistics hub
Previously, in mid-August 2025, ACV submitted a document to the Minister of Finance and the Minister of Construction on the Project to establish an aviation logistics center combined with a duty-free zone towards a free trade zone at Long Thanh International Airport.
Accordingly, the aviation logistics center combined with the duty-free zone towards the free trade zone will be deployed on an area of 136 hectares, within the 5,000 hectares of the Long Thanh International Airport construction planning area that has been cleared and planned for aviation logistics functions.
Regarding the form of investment, in its role as a port operator, ACV will be the investor of the Aviation Logistics Center combined with the Duty Free Zone at Long Thanh International Airport, including synchronous investment in professional and modern infrastructure and the development of common development mechanisms and policies, and submitting them to competent authorities for approval. The estimated investment cost of the Aviation Logistics Center combined with the Duty Free Zone at Long Thanh International Airport is about VND 11,800 billion, equivalent to USD 450 million.
The aviation logistics center combined with the duty-free zone at Long Thanh International Airport is expected to attract airlines, cargo airlines; cross-border e-commerce businesses (requiring fast delivery within 24-72 hours globally); pharmaceuticals and biotechnology (high-value goods, requiring cold storage, requiring fast and accurate delivery); express delivery companies; temporary import - re-export and transit businesses.
“In addition to contributing to making Long Thanh one of the major international air transit hubs in the region, the Center also connects the Cai Mep - Thi Vai deep-water port cluster, forming a professional and synchronous maritime - air multimodal transport model in the Southeast region and Ho Chi Minh City,” said Mr. Nguyen Cao Cuong, Deputy General Director of ACV.
Arrange logistics centers at airports with transportation needs greater than 250,000 tons/year.
Establish logistics centers that ensure warehouse conditions and connect appropriate types of transportation to transport goods at airports including: Noi Bai, Tan Son Nhat, Van Don, Cat Bi, Da Nang, Chu Lai, Long Thanh, Can Tho and a number of other airports when there is a need to transport goods that meet the above criteria.
