Supervisory Delegation 1599 of the Provincial Party Standing Committee supervised the implementation of Resolution No. 20-NQ/TU at the Department of Natural Resources and Environment and the Department of Planning and Investment.

On the afternoon of October 23, the Supervisory Delegation of the Provincial Party Standing Committee led by Comrade Phan Tan Canh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, supervised the leadership, direction and implementation of Resolution No. 20-NQ/TU dated January 25, 2022 of the Provincial Party Executive Committee, Term XIV on building Ninh Thuan into a Center for Energy and Renewable Energy of the whole country by 2025, with a vision to 2030 (Supervision Delegation 1599) for the Party Executive Committee of the Department of Natural Resources and Environment (TN&MT).

Implementing Resolution No. 20-NQ/TU, the Party Committee of the Department of Natural Resources and Environment has organized study, dissemination and propaganda to Party cells, Party members, civil servants of the Department and affiliated units to deploy the implementation of related tasks in the field of natural resources and environment; issued thematic Resolution No. 203-NQ/DB dated April 14, 2022 of the Party Committee of the Department on the implementation of Resolution No. 20-NQ/TU. The collective leadership of the Department and specialized departments and affiliated units have focused on synchronously implementing solutions to remove difficulties, obstacles and bottlenecks related to the field of natural resources and environment to meet the requirements of the tasks set out in the Resolution.

Comrade Phan Tan Canh, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the monitoring delegation worked with the Party Executive Committee of the Department of Natural Resources and Environment.

Regarding the land use planning for the period 2021-2030, the total planned area for energy land purposes is 8,144.96 hectares, specifically: Ninh Hai district 111 hectares, Thuan Bac 709.55 hectares, Ninh Son 1,446 hectares, Bac Ai 690 hectares, Ninh Phuoc 1,295.96 hectares, Thuan Nam 3,891 hectares and Phan Rang - Thap Cham City 2 hectares. Based on the decision on investment policy, land use planning, annual land use plan and documents prepared by the investor, the Provincial People's Committee has decided to allocate land and lease land for investors to implement energy projects with a total of 55 projects/4,128 hectares, including: 35 solar power projects/3,799 hectares, 13 wind power projects/183.35 hectares, 7 hydropower projects/145.50 hectares. All projects have completed environmental records in accordance with regulations. The projects put into operation have optimally exploited their capacity, generating electricity to contribute to the national grid, promoting efficiency and increasing land use value, reaching a value of about 3.84 billion VND/ha.

Speaking at the working session, Mr. Phan Tan Canh, Vice Chairman of the Provincial People's Committee, acknowledged the efforts of the Party Executive Committee of the Department of Natural Resources and Environment and related departments and branches in leading, directing and implementing Resolution No. 20-NQ/TU. He requested the Party Executive Committee of the Department of Natural Resources and Environment to absorb the opinions of the monitoring delegation; complete the report to ensure the requirements, closely following the outline, functions and tasks. In-depth and thorough assessment highlights the results achieved in implementing the land use plan; experience and initiatives in site clearance work. In addition, it is necessary to analyze the existing limitations and shortcomings, as well as assess the subjective and objective causes in the process of implementing the Resolution. On that basis, propose directions and solutions to overcome them; propose and recommend to the Central Ministries and branches issues on policy mechanisms to effectively implement and complete the objectives of the Resolution.

* On the same morning, Supervisory Delegation 1599 worked with the Party Executive Committee of the Department of Planning and Investment (DPI) on the implementation of Resolution No. 20-NQ/TU.

Implementing Resolution No. 20-NQ/TU, the Party Committee and leaders of the Department of Planning and Investment have disseminated it to cadres, party members, civil servants and public employees; directed specialized departments to closely follow the spirit of the Resolution to implement it in accordance with their functions and tasks. In 2023, the Department advised the Provincial People's Committee to adjust the investment policy decision for 9 renewable energy projects, creating conditions for the projects to complete investment procedures, land connection for electricity purchase and sale... Since the beginning of the year, 2/5 solar power projects, part of a wind power project, 1 hydropower project (with a total capacity of 233MW) have been completed and put into commercial operation; 2 solar power projects with a capacity of 120 MW have started construction. Up to now, the Provincial People's Committee has issued decisions approving investment policies and investment registration certificates for 63 energy projects of 5,630 MW, with a total investment capital of over 100 trillion VND. Total budget revenue from wind and solar power projects in 5 years (2018-2022) is over VND 5,284 billion, of which in 2022, budget revenue is over VND 506 billion, accounting for 13.2% of the total provincial budget revenue.

The monitoring delegation worked with the Party Executive Committee of the Department of Planning and Investment.

Through supervision, the working group requested the Party Committee of the Department of Planning and Investment to continue to direct the Party Committees of its subordinate Party cells, departments and units under the Department to comprehensively and deeply disseminate and advise on the effective implementation of the guiding viewpoints on renewable energy development set out in Resolution No. 20-NQ/TU; focus on completing, submitting for appraisal and approval of the Provincial Planning for the period 2021-2030, with a vision to 2050. Continue to advise on the effective implementation of Resolution 20-NQ/TU; promote the effectiveness of mechanisms and policies supported by the Government , strengthen the attraction of public investment resources associated with taking advantage of opportunities and effectively using public investment resources. Coordinate with relevant departments and branches in reviewing and promptly removing difficulties and obstacles to speed up the implementation of key projects, especially the Ca Na LNG Power Complex project, Bac Ai pumped storage hydropower project, wind power and solar power projects... Advise the Provincial People's Committee to direct the review and synchronization of relevant sectoral plans and projects, creating favorable conditions to call for and implement investment in renewable energy projects in the province.
