The revolution in streamlining the apparatus is being implemented synchronously, from the central to local levels. In Resolution 154, dated May 31, 2025 on the main tasks and solutions to implement the socio-economic development plan and the State Budget estimate for 2025, the Government continues to determine the target of striving for growth this year of 8% or more; fast but sustainable growth, maintaining macroeconomic stability, ensuring major balances of the economy. With the strong message from the Party and State leaders, the business community is very excited and hopeful that the revolution in streamlining the apparatus, the investment and business environment will continue to improve.

According to data from the General Statistics Office ( Ministry of Finance ), in the first 5 months of this year, many economic sectors of our country continued to flourish. The industrial production index increased by 8.8% over the same period last year. Total export and import turnover of goods reached 355.79 billion USD. The trade balance of goods had a surplus of 4.67 billion USD. Total retail sales of goods and consumer service revenue at current prices is estimated at 2,851 trillion VND, up 9.7% over the same period last year.

As of May 31, 2025, the total registered foreign investment capital in Vietnam reached 18.39 billion USD, up 51.2% over the same period last year. Meanwhile, public investment was also boosted with 222 trillion VND disbursed. Thus, all three pillars of growth: investment, consumption and export were promoted.

Mr. Nguyen Kim Hung, Vice President of the Vietnam Association of Small and Medium Enterprises, said: "As soon as the Laws were promulgated so quickly, institutional bottlenecks were removed, and the trust factor for economic sectors, including the business community, was very important. In the past, we could plan a 5-year plan, but now 1 year is already a long time. From the business perspective, we see that this has been recognized by State management agencies and they have accompanied the business community and economic sectors in following the breath of the market."

Since the beginning of the year, the Party Central Committee, the National Assembly, and the Government have issued many important resolutions to promote the development of science and technology and remove difficulties for businesses. A series of new reform policies are being directed and implemented vigorously, aiming to unlock resources to boost the country's economic development. Resolution 68 of the Politburo has proposed 8 very clear solutions to develop the private economy.

Immediately after that, the National Assembly issued Resolution 198, the Government issued the Government's program and action plan to implement this Resolution. From the perspective of enterprises operating in the construction sector, Mr. Bui Khac Son, Chairman of the Board of Directors of Xuan Mai Construction Group, said that in the current context of intertwined opportunities and challenges, if the spirit of Resolution 68 is promoted, the advantages of the private sector, from financial resources, human resources and technological resources, will be promoted, thereby creating a combined strength to move the country forward.

Mr. Bui Khac Son shared: "In the coming time, our country will have many opportunities for development. The Party and State's mechanisms are very open. We see that the country needs businesses like us, needs businesses that are well-managed and have many resources to create jobs in construction activities. We also have many opportunities to participate in the real estate market."

Economic experts also said that to achieve the growth target of 8% or more, it is necessary to effectively implement the "strategic quartet" of resolutions to create breakthroughs in science, technology, innovation and digital transformation.

In Resolution 154, dated May 31, 2025, the Government continues to firmly pursue the growth target of over 8% in 2025. To achieve this goal, it is necessary to enhance the self-reliance of the country's economy in the context of the current volatile world. The Government affirmed: It is necessary to join hands and unite, turn all difficulties and challenges into breakthrough opportunities, with high determination, great efforts, and drastic actions according to the theme "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough". The Government's determination is creating a strong driving force for the business community to boost production and business.

According to economist, Dr. Le Duy Binh, the arrangement of provincial administrative units and two-level local government demonstrates the great determination of the entire political system. The streamlining of the apparatus will reduce the burden on the State Budget, promote efficiency, effectiveness and efficiency in management. More importantly, it opens up a new development space for each region and locality.

"Reforming the apparatus, I think this is a very important time. This is a revolution in institutional reform of our country. With better institutions and a better apparatus, we will have a better business environment. The most important thing is the confidence of businesses and domestic and foreign investors. Economic experts also said that to achieve the growth target of 8% or more, it is necessary to effectively implement the "strategic quartet" of resolutions, to create breakthroughs in science, technology, innovation and digital transformation; streamline the apparatus of the political system; develop the private economic sector and strengthen international integration in the new situation. In the current context of intertwined opportunities and challenges, to achieve the high economic growth target as set out, both state management agencies and the business community need to implement many flexible solutions that are suitable to market developments.
