Changing awareness, proactively preventing violations

Summarizing the implementation of the coordination regulations between the Provincial Party Committee's Inspection Commission and relevant agencies in performing the tasks of economic-technical work and enforcing Party discipline in 2024.

Sharing about the results of implementing Resolution No. 19 at Hiep Duc Party Committee, Mr. Nguyen Van Tinh - Secretary of the District Party Committee said that the process of inspection - supervision (KT-GS), enforcement of party discipline, and settlement of complaints and denunciations has been shortened, suitable to reality, creating favorable conditions for KT-GS work, especially for grassroots Party committees.

Analyzing more clearly, Mr. Tinh said that the technical and administrative work has been standardized in terms of documents for each content, creating favorable conditions in the implementation process. The field of technical and administrative work and Party discipline is more comprehensive, especially in areas where violations are likely to arise; especially for the heads of Party committees, Party organizations and authorities. Up to now, the coordination between the Party Committee's Inspection Committee (UBKT) and relevant agencies in the local political system has been more regular, close and effective.

Regarding the results of implementing the specific objectives of Resolution No. 19, Mr. Tinh said that up to now, 8/9 targets have been achieved. There is one target that has not been achieved, which is the rate of Inspection Committees at the grassroots level and above ensuring the number according to the approved personnel plan, only reaching 85.71% (the resolution sets 100%).

“After 3 years of implementing Resolution No. 19, the quality of economic-technical work and Party discipline enforcement in Hiep Duc has been increasingly improved, focusing on practical and effective factors.

Through KT-GS, we correctly assess the strengths of the Party organization and Party members to promote them, clarify shortcomings and weaknesses to correct and overcome them. At the same time, we strictly handle Party organizations and Party members who violate the Party's rules and discipline," said Hiep Duc District Party Secretary Nguyen Van Tinh.

Proactively prevent violations

Reporting on the assessment of 3 years of implementing Resolution No. 19 at the recent 18th Provincial Party Committee Conference (term XXII), Mr. Phan Thanh Thien - Deputy Head of the Provincial Party Committee's Inspection Commission said: According to statistics, up to now, Party committees and Party committees at all levels have led, directed and organized the implementation of 6/9 set targets.

Among the achieved targets, it is noteworthy that Party committees and Inspection Committees at all levels have conducted inspections and concluded that 100% of violations of lower-level Party organizations and Party members were detected.

All party organizations and party members who violate the law are handled fairly, accurately, promptly, and synchronously between party discipline and administrative and union discipline. Complaints and denunciations under the authority of the Party Committee, Party organizations, and Party Inspection Committees at all levels are handled in accordance with Party regulations and State laws.

Besides the achieved results, according to Mr. Thien, the organization of research, dissemination, study and propaganda of the Party's regulations on economic and supervisory work is not very effective; the awareness of some Party committees and heads of Party committees on economic and supervisory work and Party discipline is still limited.

Some Party Committee Inspection Committees lack initiative and determination in inspecting lower-level Party organizations and Party members when there are signs of violations. The determination of the content and objects of inspection when there are signs of violations is still scattered, and the inspection content has not focused on areas prone to corruption, waste, and negativity.

In the coming time, Provincial Party Secretary Luong Nguyen Minh Triet requested Party committees and organizations to strengthen the responsibility and awareness of cadres and Party members in economic and supervisory work, Party discipline, especially thoroughly grasping new regulations on economic and supervisory work, controlling the power and responsibility of leaders to grassroots Party committees.

Along with that, continue to innovate to improve the quality, effectiveness and efficiency of economic and technical inspection work according to the motto: supervision must be expanded, inspection must have focus and key points; concentrate on a number of inspection implementation instructions, directives, conclusions and areas prone to violations.

The main spirit is proactive prevention, timely reminders, warnings, and early prevention of violations. It is necessary to improve the effectiveness of coordination between the Party Committee's Inspection Commission and relevant agencies in organizing the implementation of inspection, supervision, and party discipline tasks...

The Provincial Party Committee's Inspection Commission said that, implementing Resolution No. 19, the Standing Committee of the district-level Party Committee, grassroots Party Committees and Party cells conducted inspections when there were signs of violations of 7 Party organizations and 46 Party members. The Inspection Commissions of Party Committees at all levels inspected 263 Party organizations and 695 Party members when there were signs of violations (336 Party members were Party Committee members at all levels).

Party committees at all levels and Party cells disciplined 19 Party organizations with the following forms: 15 reprimands, 4 warnings; 724 Party members (including 94 Party committee members) with the following forms: 621 reprimands, 77 warnings, 10 dismissals and 16 expulsions.

The Party Inspection Committees at all levels disciplined 7 Party organizations with the following forms: 6 reprimands, 1 warning; disciplined 316 Party members (including 54 Party Committee members) with the following forms: 146 reprimands, 76 warnings, 18 dismissals, 76 expulsions.
