On the afternoon of September 24, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City inspected storm prevention work No. 9 at Mat Rong Fishing Port, Nam Trieu Ward.

Also attending were comrades: Bui Van Thang, member of the Standing Committee of the City Party Committee, Director of the Department of Agriculture and Environment; Tran Van Quan, Vice Chairman of the City People's Committee; representatives of leaders of a number of departments, branches, the city, and leaders of Nam Trieu ward.

According to the report of Nam Trieu Ward People's Committee, the locality has focused on implementing tasks and solutions to prevent Ragasa storm (storm No. 9). The whole ward has 377 ships with nearly 1,900 workers.

In recent days, the locality has coordinated with Bach Dang Border Control Station to organize a count and promptly notify all 377 fishing vessels about the storm's direction of movement so that they can proactively avoid it.

Comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, requested Nam Trieu ward to organize 100% of its military personnel on duty, readying rescue forces, vehicles, and supplies according to the "4 on-site" motto.

As of 4 p.m. on September 24, 175 ships with more than 900 workers had anchored at ports in the ward for safe shelter. The remaining ships were called to safe shelters in other localities. The ward has focused on reviewing vulnerable locations at risk of having to evacuate people, making plans to mobilize and request households to move to safe places. 366 hectares of aquaculture, nearly 400 hectares of rice and vegetables are guaranteed safety, with proactive plans to prevent storms.

Appreciating the proactive storm prevention work of the locality and functional forces, Secretary of the City Party Committee Le Tien Chau requested the Hai Phong Border Guard Command to continue counting and calling on vehicles to enter safe storm shelters; continue to reinforce and secure vehicles anchored at the wharf, ensuring security, order and social safety during stormy days.

They are required to regularly update information on the storm situation so that people are not subjective and proactive in prevention. Functional forces and local authorities focus on supporting and evacuating people from vulnerable and dangerous areas to safe places, organizing 100% of military personnel on duty, readying rescue forces, vehicles, and materials according to the "4 on-site" motto; having solutions to ensure safety for dike works, houses, offices, schools, etc.

The City Party Secretary requested the Department of Agriculture and Environment and localities to review the dike system and drainage system, report to the city and central ministries and branches to pay attention to investing resources to renovate, upgrade, and ensure safety in natural disaster prevention work.

According to a quick report from the Department of Agriculture and Environment, as of 5 p.m. on September 24, localities have completed the announcement, calling on 1,604 vehicles/4,481 workers to take shelter in safe places. The city banned the sea from 2 p.m. on September 24.

The dike system, irrigation works, and traffic works were inspected and reviewed by sectors and localities for vulnerable locations, with specific prevention plans in each area according to the proposed scenario. The entire buffer water level of irrigation canals in the city was lowered to ensure flood prevention. Localities also basically completed the reinforcement of houses, warehouses, headquarters, farms, and schools.

The evacuation of low-lying areas and dangerous apartment buildings in the city is highly concentrated, with plans and scenarios ready for implementation. Of which, the total number of households in coastal areas that need to be evacuated to prevent storms (according to plan) is 498.

For degraded apartment buildings, the Department of Construction reviews and develops resettlement scenarios at each level. To date, the city has a total of 201 old apartment buildings (182 buildings in the eastern area and 19 buildings in the western area).

In the coming days, the city requires departments, branches, agencies, units, communes, wards, and special zones to continue to closely monitor the storm's developments and the city's direction, and deploy storm response plans according to the scenario. Be ready to mobilize forces, materials, means, and equipment to promptly deploy according to the "4 on-site" motto...

Irrigation construction companies and relevant localities and units continue to carry out buffer drainage, prevent flooding; urgently harvest vegetables and aquatic products that are ready for harvest. Depending on the development of storms and heavy rains, localities will decide to evacuate people in dangerous areas.

By 5 p.m. on September 24, all 66 fishing boats of the Bach Long Vi special zone and 48 vehicles from other localities operating in the surrounding waters had safely taken shelter from the storm at the special zone's port.

After checking, there are still 4 fishing boats and 15 transport ships operating 13-24 nautical miles from Bach Long Vi Island. Bach Long Vi Border Guard Station in coordination with Radar Station 490 continues to contact, notify, and call on boat and vehicle owners operating on Bach Long Vi sea to urgently move their vehicles to a safe place to avoid the storm.

In Cat Hai special economic zone, all activities on the Cat Hai - Phu Long cable car route and tourism and entertainment activities in sea and island areas will be temporarily suspended from 2:00 p.m. on September 24.

Most of the boats and workers on aquaculture cages returned to safe storm shelters on the morning of September 24. The People's Committee of Cat Hai Special Zone requested accommodation establishments to coordinate with functional forces to ensure absolute safety for tourists on Cat Ba Island during the storm. At the same time, a plan was developed to evacuate 261 households in vulnerable areas, and temporary accommodation was arranged at schools, medical stations, cultural houses, etc. At the same time, all necessities for people's daily life were prepared during the temporary shelter period.

By 2:00 p.m. on September 24, the entire Hai Phong City Border Guard force had coordinated to notify, call upon, and guide 1,604 vehicles/4,481 workers, including 1,180 fishing boats, 329 passenger boats, 13 transport vehicles, and 82 other vehicles to move to a safe place. In addition, 271 cages and 3 watchtowers at sea were also instructed by the City Border Guard on storm prevention measures.

There are currently 211 vehicles/701 workers operating at sea. The City Border Guard actively coordinates to notify, call, and guide movement to shore. At the same time, resolutely prevent and not allow fishermen, vehicles, and rafts that have entered shelters to resume operations during the storm's impact.

The Coast Guard Region 1 Command has proactively deployed storm prevention measures. The barracks, warehouses, weapons, and equipment systems are stably and firmly secured; the tree system is trimmed, and the drainage system is cleared. All types of billboards and signs are taken down to ensure safety; the mobile teams ensure the number of personnel, ready to carry out the mission.

Units strictly maintain on-duty regime, ensure smooth communication; proactively monitor and grasp the developments of the storm; prepare forces and means to respond promptly and effectively when situations arise and ensure safety in all aspects.

An Hai Irrigation Works Exploitation One Member Co., Ltd. strengthens inspection of construction systems, prepares materials, human resources, and means to deploy according to the "4 on-site" motto.

In particular, timely supplementing a number of generators, field backup pumps, adding more than 20 cubic meters of sand, wooden flaps, and backup sacks at 7 key sluices including: An Hong 1, An Hong 2, Lo Ngoi, Thanh Mai, Kieu Ha 1, Dong Quang, Hoang Mai 1 to be ready to completely control when the water level in the river rises.

The company set up teams to go to the grassroots to inspect the irrigation system, culverts, dams, low-lying and vulnerable areas to proactively prepare plans and be ready to operate drainage pumping stations; coordinate with local authorities to inspect and clear blockages on canals, clean up and clear trees and garbage, and clear the flow to ensure smooth drainage.

Hai An Ward People's Committee proactively reviewed vulnerable areas in the area, such as: vulnerable dykes, culverts, households living inside and outside the dykes, old and degraded apartment buildings. Through the review, there are 163 households and individuals living in vulnerable houses in the ward, not ensuring safety when storms occur. The Ward People's Committee has a plan to evacuate people to safe places, prepare necessities when storms hit, implement the "4 on-site" motto; notify 36 owners of fishing vessels and 48 crew members at Luong Xam and Tan Vu wharves about safe shelters.

Dong Hai Ward has a 6,708 km long dike system, 9 border gates across the dike. The Ward requires all forces to be on duty 24/24 hours, continuously update the storm's developments, and promptly inform each household. The evacuation of people in dangerous areas, low-lying areas, riverside, coastal areas, and households with degraded houses must be completed 12 hours before the expected storm landfall.

The forces have increased inspections of vulnerable points, reviewed households in difficult circumstances, and unsafe housing; clearly assigned tasks, and had specific plans to reinforce, support, and evacuate people to safe shelters. Port enterprises are required to anchor ships securely, arrange and reduce the height of containers at the wharf...
