Speaking at the meeting, comrade Do Van Chien emphasized: The Congress must truly become a great festival of the great national unity bloc, strongly arousing the spirit of patriotism and the aspiration to contribute to the construction and development of the locality and the country among all classes of people in Bac Ninh province.
Praising the proactive spirit of the Fatherland Front Committee of Bac Ninh province in preparing for the Congress, he suggested that the Political Report submitted to the Congress should more closely follow the instructions of General Secretary To Lam at the first Congress of the Party Committee of the Fatherland Front and Central mass organizations for the 2025-2030 term to set out directions, goals and work targets appropriate to the actual conditions and situation.

The Deputy Prime Minister affirmed that Vietnam always attaches importance to and wishes to further promote the development of the good strategic partnership with Germany in general and cooperation with Hessen state in particular; and hopes that the two sides will further promote cooperation activities to build and develop an international financial center.
The two sides shared the view that in the good cooperative relationship, the Vietnam-Germany University is a bright spot, this is an important project between the two countries. In response to Vietnam's need to build and develop an international financial center, the Federal Republic of Germany in general and the state of Hessen in particular have had very practical cooperation and support for Vietnam.
The Deputy Prime Minister hopes that the two sides will promote cooperation activities in the field of labor and employment as the demand for health care, medical, and technical workers from Germany is large and Vietnam is ready to meet this demand from Germany.
Minister Timon Gremmels affirmed that the state of Hessen is always ready to support and cooperate with Vietnam to promote the construction and development of international financial centers in Vietnam, especially in the fields of training and consulting; promoting, introducing and calling for German investors to the Vietnam International Financial Center. * On the morning of October 21, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on the promulgation of regulations, standards and contents related to the high-speed railway project on the North-South axis.

The Deputy Prime Minister emphasized that the sets of Vietnamese Standards TCVN equivalent to ISO are the basis for managing the entire project from survey, design, construction... to signal information equipment, locomotives, and carriages. The Ministry of Construction and the Ministry of Science and Technology are urgently completing and promulgating sets of TCVN equivalent to ISO, in accordance with the direction of the Prime Minister, as a basis for implementing the next steps of the North-South high-speed railway project.
The Deputy Prime Minister listened to a report on the development of legal documents and projects related to the North-South high-speed railway project; the preparation of a feasibility study report; site clearance and relocation of technical infrastructure; selection of investment forms and investors; and specific mechanisms and policies applicable to the project.
* On the afternoon of October 21, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son received Ms. Ghada Waly, Under-Secretary-General of the United Nations, Executive Director of the United Nations Office on Drugs and Crime (UNODC) and Director of the United Nations Office in Vienna (UNOV) on a working trip to attend the signing ceremony of the United Nations Convention against Cybercrime.

The Deputy Prime Minister highly appreciated the role of the United Nations in general and UNODC in particular in supporting countries in preventing and combating crimes, drug trafficking, money laundering, human trafficking, etc.; he hoped that UNODC would continue to accompany Vietnam in promoting the signing of the United Nations Convention against Cybercrime, contributing to the early entry into force of the Convention.
The UN Deputy Secretary-General and Executive Director of UNODC highly appreciated Vietnam's strong commitment and responsible contributions to the international community's joint efforts in the fight against crime; Ms. Ghada Waly said that after the signing ceremony, UNODC will continue to closely cooperate with Vietnam to promote countries' ratification so that the Convention can soon come into force and be effectively implemented...
* On the morning of October 21, Deputy Prime Minister Nguyen Chi Dung attended and spoke at the program to celebrate National Digital Transformation Day 2025.

The Deputy Prime Minister emphasized that with the theme "Digital transformation: Faster, more effective, closer to the people", the National Digital Transformation Day 2025 is of utmost importance to raise awareness across society about the role of science, technology, innovation, and digital transformation; bringing digital transformation truly into life, bringing practical benefits to people, businesses, and the whole society.
The Deputy Prime Minister requested ministries, branches, central and local authorities to continue to promote institutional improvement; focus resources on investing in digital infrastructure; and promote the popularization and use of digital identities. Vietnam strives for all adults to have digital identities, payment accounts and public service accounts by 2026. The business community and people need to develop a real digital economy, build autonomous, secure and transparent digital platforms, contributing to protecting national digital sovereignty...
At the event, the Ministry of Science and Technology honored collectives and individuals with initiatives, effective methods and positive contributions to the national digital transformation. At the same time, the Ministry announced the results of the Digital Transformation Level (DTI) ranking in 2024 of provinces and centrally-run cities. The index is an important basis for assessing the readiness and effectiveness of digital transformation implementation nationwide.
