On July 30 and 31, the Que Vo Ward Party Committee, Bac Ninh Province held its first Congress for the 2025-2030 term. Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee attended and delivered a speech directing the Congress. Also attending was Comrade Nghiem Phu Cuong, Deputy Chairman of the Central Inspection Committee.

Que Vo Ward was established on the basis of merging 4 wards: Pho Moi, Bang An, Viet Hung and Que Tan, with a total natural area of ​​23.51 km² and a population of over 40,000 people. The Party Committee currently has 49 Party cells and affiliated Party Committees.

The 1st Congress of Que Vo Ward Party Committee, term 2025-2030 is an important political event, marking the post-merger development period, creating new space, motivation and opportunities for the locality to develop. This is the Congress chosen by the Standing Committee of Bac Ninh Provincial Party Committee as a commune-level point.

The Congress focused on evaluating and reviewing the results of implementing the resolutions of the Party Congresses of the four wards before the merger; setting out directions, tasks, and action programs to implement the Congress Resolution for the 2025-2030 term and discussing and contributing opinions to the documents of the higher-level congresses.

Over the past 5 years, implementing the Resolution of the Party Congress of 4 wards for the 2020-2025 term, closely following the direction of superiors, the locality has achieved many important achievements in all fields, basically completing and exceeding the main targets set by the Congress.

The economy maintained its growth momentum, the economic and labor structure shifted in a positive direction. Economic, social and urban infrastructure was invested synchronously and developed relatively comprehensively. The quality of education and training was significantly improved. Investment in healthcare continued. Social security policies were effectively implemented, contributing to ensuring people's lives. National defense and security were maintained. Internal affairs, justice, prevention and fight against corruption, waste and negativity were strengthened. Administrative reform and digital transformation made progress. The work of building the Party, government and political system achieved positive results.

The Congress pointed out a number of limitations that need to be overcome, such as: Socio-economic development is not really sustainable; service sector development is slow; potential and existing advantages of the locality have not been effectively exploited. The implementation of key tasks and breakthroughs is still lacking in synchronization, the results achieved have not met the requirements...

With the theme "Building a clean, strong, effective and efficient Party and political system; promoting innovation, creativity and digital transformation; promoting revolutionary traditions and solidarity, building a rich and civilized Que Vo ward", the 1st Congress of Que Vo Ward Party Delegates set out the general goals and directions: Arranging the organizational apparatus to ensure leanness, efficiency and effectiveness; increasing investment in building urban infrastructure; prioritizing the attraction and development of high-tech and supporting industries.

Promote the development of services and trade in a civilized and modern direction; focus on developing agriculture in the direction of high technology and ecological agriculture; improve the quality of education and training, create jobs, and effectively implement social security policies.

Strengthening national defense and security, ensuring political security, social order and safety. Building a rich, beautiful and civilized Que Vo ward... The Congress set out 6 groups of targets, 22 specific targets, 5 key tasks and 3 breakthroughs, 4 tasks and main solutions. With high consensus, the delegates voted to pass the Congress Resolution.

In particular, the draft Political Report submitted to the Congress demonstrated innovative thinking and high political determination.

Comrade Nguyen Duy Ngoc emphasized that in the 2025-2030 term, the world context is changing rapidly and complicatedly. Our country is implementing revolutionary policies and strategies on streamlining the organizational apparatus, the political system to be efficient, effective, and efficient, developing science and technology, innovation and digital transformation; perfecting legal institutions, international integration, and developing the private economy. That reality raises many new issues and higher requirements.

To successfully implement the Resolution of the 1st Ward Party Congress, stabilize socio-economic development, improve people's lives, for a prosperous and happy life for the people, comrade Nguyen Duy Ngoc requested the Ward Party Committee to thoroughly grasp, fully perceive and concretize, effectively implement the policies and decisions of the Party Central Committee, the Politburo, the Secretariat and the Bac Ninh Provincial Party Committee on moving towards breakthroughs and developing the country in the new era. At the same time, fully perceive the contents of decentralization, delegation of power, new functions and tasks of the ward in the 2-level local government model. Each cadre and party member fully perceives and determines his/her responsibilities, thereby taking specific, proactive, creative and flexible actions in work, improving the effectiveness of management and operation.

The new Que Vo Ward is not only a change in administrative boundaries but also a reorganization of development space in an open, connected direction, promoting the advantages of scale and optimizing resources, creating a stronger administrative economic entity. Therefore, the ward needs to clearly identify the advantages in the new development space, new restructuring, development model, reallocating investment resources in a new strategic direction, contributing to the successful implementation of the goal of rapid and sustainable development.

In terms of development, Que Vo ward needs to focus on developing green industry, high-tech agriculture, trade and services associated with building a civilized and modern urban area, forming a logistics center and warehouse serving industry along Highway 18 and connecting highways. It is necessary to closely combine economic development with solving social issues, focusing on protecting the environment and urban landscape.

Announced the decision to appoint cadres to hold the positions of Deputy Party Committee Secretary, member of the Inspection Committee, Chairman and Vice Chairman of the Inspection Committee of the Ward Party Committee for the 2025-2030 term; appointed 3 delegates to attend the Bac Ninh Provincial Party Congress for the 2025-2030 term.
