1. Changing and transforming ideology cannot happen overnight. Therefore, it is necessary to create a real, substantial and effective movement in the political system to turn the situation around, seize and take advantage of opportunities for Quang Nam to make a breakthrough.

Start-ups have truly become a widespread movement in Quang Nam; from rural to urban areas; from plains, coastal areas to high mountains and borders; especially among young people.

Although many experts warn that creative startups cannot and should not act as a… movement; however, naturally, the continuous and vibrant activities in the effort to build a startup ecosystem in the past few years have created a large enough spiritual motivation at many levels, in many sectors, localities and social communities.

It creates a source of motivation, encouragement, and inspiration for many young people to boldly seek ideas, invest intelligence, effort, and money to realize their aspiration to escape poverty and become rich.

Everywhere, typical, new, high-quality, eye-catching models, products and services have appeared, appearing in fairs, supermarkets, shelves, gift baskets and even finding their way abroad.

There has appeared a group of young farmers, owners of production and service establishments, new businesses, with passion, aspiration, knowledge, capacity and is growing.

Quang Nam is recognized as a typical example, a pioneer in the start-up and start-up ecosystem building; a "bright spot" in the not-so-bright picture of the local socio -economic situation recently.

2. Many movements have been launched and organized at many levels, in many sectors, with different scales, scopes and targets. There are movements that have proven their effectiveness in a clear, concrete and visible way; have the power to spread and motivate widely, thereby creating huge social resources to contribute to the common development.

But there are also movements that are just… movements. That is, they have a grand launch, content, and methodical criteria, but the results are… nothing more, nothing less than question marks!

The head of a district government once shared with us the story of sending a document to the provincial professional sector requesting comments on a local proposal. It took more than two months to receive a response. However, the irony is that the response was…. unanswerable because the relevant departments had not yet commented (?!).

“Once, I had to personally bring a company’s investment project documents to the relevant agencies. Luckily, things worked out in the end. But I kept it a secret, not daring to mention the complications and delays in the process of doing the procedures, because they were a foreign-invested company, and I was afraid of repercussions…”- this person explained.

Paying attention to reports, official dispatches, and plans at many levels, sectors, and localities, you will see dense phrases calling for administrative reform; efforts to accompany, be friendly, and responsible to people and businesses; but somewhere, concerns and frustrations are increasing.

In the annual national rankings related to administrative reform and improving the investment environment over the years, Quang Nam has continuously dropped in rank.

Recently, in the 2023 Local Innovation Index announced by the Ministry of Science and Technology, Quang Nam ranked 35th in the country and last among the provinces and cities in the Central Key Economic Region.

Surprisingly, the 2023 administrative reform assessment and ranking index of departments, branches and localities (district level) is mostly good and excellent!

It is also not by chance that in the plan to implement Directive 05-CT/TW of the Politburo, to be implemented in 2024 (Plan No. 397-KH/TU, dated March 26, 2024), the Standing Committee of the Provincial Party Committee focuses on the team of cadres, party members, civil servants and public employees with the requirement to "clarify the current situation, manifestations, causes and solutions to identify and overcome the situation of cadres, civil servants and public employees shirking, avoiding and fearing responsibility".

3. Returning to the start-up movement. It is easy to see that the contents of the ideology and spirit of "Reform" are applied and vividly realized in young people. That means the tradition of innovation and renewal - a cultural value of Quang people has been promoted in the new era, creating new impulses and resources for development.

Not only that. With Quang land, Quang people, in addition to the spiritual and cultural values ​​in the common value system of the whole country (patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity, as summarized by General Secretary Nguyen Phu Trong at the National Cultural Conference, November 24, 2022), according to many researchers, also have their own "identities" (intelligence, studiousness, diligence, loyalty, resilience, bravery, sensitivity, decisiveness, honesty, ...), according to many researchers ("Quang Nam Culture - Typical Values" - Department of Culture and Information of Quang Nam, 2021).

In particular, as the late Professor Tran Quoc Vuong affirmed: Quang Nam’s argumentativeness is a unique cultural value of the Quang people. These values ​​are especially promoted and convincingly displayed in the most difficult and challenging times and stages. And each time, Quang Nam creates a turning point…

This time, implementing Plan No. 397, the Provincial Party Standing Committee requires all cadres and party members to write a personal commitment to implementing the 2024 theme, associated with pushing back the situation of "avoiding, pushing back, fearing responsibility"; at the same time encouraging, motivating, and protecting the spirit of "7 dares" (dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good).

That is, the requirements are very high for promoting the typical spiritual and cultural values ​​of the people of Quang Nam, first of all in the province's political system, in order to overcome challenges to make Quang Nam make a breakthrough in development according to the planning goals until 2030.

Ideology is a difficult category; changing ideology cannot be done overnight. Therefore, it is necessary to create a real, substantial, and effective movement (like the start-up movement, or the early rural traffic concreting movement) with synchronization and determination at all levels, sectors, from each party member and party cell; associated with the promulgation of scientific working processes and tools for inspection, supervision, and strict handling of violations.

“We must regularly and continuously carry out political and ideological work in the entire Party building work. Only when the Party cell and Party committee are good and truly clean and strong can the agency or unit successfully complete its tasks” - Standing Deputy Secretary of the Provincial Party Committee Le Van Dung emphasized at a recent working session with the Party Committee of the Provincial Agencies Bloc.

Challenges, in some ways, also create opportunities (especially with the history of Quang Nam). But other opportunities are also coming when Quang Nam has a master plan that is elaborately built, scientific, feasible with a comprehensive, long-term vision. Vietnam is also about to welcome the fourth wave of foreign investment, in the context of investment shifts and global value chains, according to experts.
