The application of technology and simplification of administrative procedures has helped improve service index, bringing satisfaction to people and businesses.
According to the Index of serving people and businesses in performing administrative procedures and providing public services on the National Public Service Portal, Uar commune's score has continuously improved since the operation of the 2-level local government model. From a good level of 75.48 points in July 2025, the commune rose to a good level in September 2025 with 89.07 points (updated on September 22).
With nearly 70% of the population being ethnic minorities, the Commune Administrative Service Center has implemented the motto " Scientific - Effective - Modern - Ready - Friendly".

Mr. Dinh Khac Mam (in Suoi Cam hamlet, Uar commune) shared: “I came to get a land use right certificate and was guided very enthusiastically by the staff here. Thanks to that, I quickly completed the procedure without having to go back and forth many times.”
Since the beginning of July 2025, the Uar Commune Public Administration Service Center has received over 1,000 administrative procedure files, of which nearly 88% were through online public services. The unit has returned results for nearly 900 files, of which more than 97% were on time and ahead of schedule.
Mr. Rah Lan Baih - Deputy Director of the Uar Commune Public Administration Service Center - said: "Currently, the commune is preparing conditions to digitize 100% of records, increase the application of information technology, simplify procedures, and strive for the rate of online records to reach 90%. We also regularly collect opinions from people and businesses to promptly overcome limitations in order to serve better and better."
Ia Dreh, a particularly disadvantaged commune with over 97% of its population being ethnic minorities, has also made a breakthrough in administrative procedure reform. Just under 3 months after the merger, the locality has risen to the excellent group, achieving 90.17 points (updated on September 22) according to the Index of serving people and businesses in performing administrative procedures and providing public services on the National Public Service Portal.
This result was achieved thanks to the implementation of the "4 on-site" model (on-site reception, on-site appraisal, on-site approval, on-site result return) and promoting the application of information technology, helping to make the process transparent and shorten the time to process documents.

From July 1, 2025 to present, Ia Dreh Commune Public Administration Service Center has received 1,832 records, including 1,712 online records; processed and returned results to 1,738 records, most of which were on time and before the deadline.
Mr. Ksor Rin (in Bhă H'Nga hamlet, Ia Dreh commune) said: "I came to the commune to do procedures related to land, the staff guided me very enthusiastically, after 2 days I got the results. I am very satisfied with the service of the staff here".
Ms. Cao Thi Minh Hoa - Judicial and Civil Status Officer of Ia Dreh Commune Public Administration Service Center - said: "After the merger, the workload increased significantly, requiring our staff and civil servants to make efforts to learn and improve their professional qualifications to better serve the people."

The index set serving people and businesses in performing administrative procedures is evaluated based on 5 criteria: transparency, progress of handling records, online services, satisfaction level and digitalization of records.
As of September 23, the whole province had 55 communes and wards classified as good according to this index, of which the Western region had 51 communes and wards; 78 communes and wards were classified as excellent, of which the Western region had 25 communes and wards.
This is the driving force for localities to continue to innovate, improve service quality, build a modern and creative administration, and better serve the needs of people and businesses.
