3 steps to notify EVN when people install rooftop solar panels

(Dan Tri) - When installing rooftop solar power connected to the national grid, people need to notify the Department of Industry and Trade, the electricity unit, and the local construction and fire prevention management agency.

Recently, information about the regulation that requires notification or registration to the electricity authority and relevant agencies when installing solar power for self-production and self-consumption has caused a lot of controversy. Many people think that notification when installing solar power for self-use and not selling electricity to EVN is unnecessary, causing inconvenience, wasting time and reducing investment motivation.

Meanwhile, the management agency affirmed that the notification is necessary to grasp the scale of distributed power source development, ensure the safety of the power grid system and serve long-term energy management and planning.

According to Decree 58/2025, if rooftop solar power is installed for self-use only, connected to the national grid and not for selling excess electricity, people need to notify the Department of Industry and Trade and the provincial electricity unit of information on the name of the organization or individual; type of power source, capacity scale; purpose, location, start time, and completion time.

However, currently, most households installing rooftop solar power are connected to the national grid to use grid electricity at night or during times when there is no sunlight. Common are on-grid and hybrid systems (both on-grid and with battery storage) to be more proactive in case of power outages.

If a household installs rooftop solar power with a capacity of less than 100kW, connects to the national grid and does not sell excess electricity, people need to send a notification according to Form 01 to the Department of Industry and Trade, the electricity unit, and the local construction and fire prevention and fighting management agency.

Step 1: First, people need to fill in the information according to Form 01 in the appendix of Decree 58. This includes household information; a brief description of the construction including structure, height, roof area; installed capacity...

Step 2: Prepare the attached documents including the power installation design drawings. Copies of documents related to the project with roof according to the law (if any) such as construction permit, fire prevention and fighting acceptance document... as a basis to determine that the construction project has been invested and built in accordance with the law.

Step 3: Submit completed Form 01 and accompanying documents to the Department of Industry and Trade, electricity unit, construction management agency, and local fire prevention and fighting authority.

The power company will check the information provided by the people. If the documents meet the requirements, the power company will coordinate to check and accept the system connection.

If the application does not meet the requirements, the power unit will notify and report to the local Department of Industry and Trade so that people can fix it. After people have fixed it, the power unit will coordinate to check and accept it, especially for systems with a capacity of 100kW or more.

Regarding people's questions about why rooftop solar power needs to be notified or registered with the electricity unit, Mr. Pham Nguyen Hung, Director of the Electricity Department ( Ministry of Industry and Trade ) said that rooftop solar power is different from household appliances such as air conditioners and lights.

"Rooftop solar panels produce electricity and this power source is unstable because it depends a lot on the weather such as clouds, rain, and sunshine. To ensure stable power quality, rooftop solar power systems need to be connected to and supported by the national grid," said a leader of the Ministry of Industry and Trade.

Therefore, large projects must register. Small systems need to notify so that the electricity industry has a basis for managing demand and the system.
