Dong Nai proposes capital disbursement plan for 2 projects

More than 11.7 trillion VND has been allocated capital.

The Drainage Project for the Outer Area of Long Thanh International Airport is one of the important projects serving the airport's operations when put into operation.

In April 2025, under the direction of the Prime Minister, the project was on the list to be completed in 2025. However, at this time, due to the lack of a policy to support central budget capital for investment, Dong Nai province has not had the basis to complete the procedures for approving the project investment policy according to the Law on Public Investment.

According to the Provincial People's Committee, for the Drainage Project outside Long Thanh Airport (phase 1), the time to complete the dossier and approve the investment project will be completed in February 2026. Dong Nai is also determined to speed up the implementation progress to complete the project in 2026.

After that, the Provincial People's Committee proposed the Ministry of Finance to advise the Prime Minister to approve support from the central budget to invest in the Drainage Project outside Long Thanh Airport (phase 1) with a support capital of 1.2 trillion VND from the increased central budget revenue in 2024.

In July 2025, the Prime Minister issued a decision on assigning additional estimates of development investment costs and public investment plans from the central budget in 2025 to ministries, central agencies and localities. This includes assigning estimates of development investment costs and public investment plans for 2025 from the increased central budget revenue in 2024 to the Long Thanh Airport Outer Area Drainage Project (phase 1) with a capital of 1.2 trillion VND.

Meanwhile, with the Gia Nghia - Chon Thanh Expressway Project, Dong Nai province was assigned to implement 3 component projects (1, 3, 5).

In July 2025, according to the decision of the Provincial People's Committee on the 2025 public investment plan, after the first arrangement, the Gia Nghia - Chon Thanh Expressway Project was assigned more than 10.5 trillion VND from the central budget.

Proposing capital disbursement plan

According to Provincial Party Committee member and Director of the Department of Finance Truong Thi Huong Binh, for the Gia Nghia - Chon Thanh Expressway Project, in 2025, the capital that can be disbursed for the project will reach about 2.5 trillion VND.

Previously, in Resolution No. 138/2024/QH15 dated June 28, 2024, the National Assembly also allowed extending the implementation period and disbursement of capital allocated for the project to 2026.

Regarding the Drainage Project outside Long Thanh Airport (phase 1), according to the Provincial People's Committee, the expected capital allocation for project investment preparation in 2025 is 2.5 billion VND. The remaining capital is expected to be allocated for implementation from March 2026. Therefore, the total capital of 1.2 trillion VND of the project will not be able to be fully disbursed in 2025.

According to Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha, for these two projects, Dong Nai has also proposed to the Central Government a disbursement plan and calculated disbursement rate in 2025.

Specifically, for the Gia Nghia - Chon Thanh Expressway Project, Dong Nai province proposed to allow the calculation of the planned capital disbursement rate in 2025, only calculating the capital implemented in 2025 of 2.5 trillion VND. The remaining planned capital of more than 8 trillion VND will be calculated into the disbursement rate of 2026.

Similarly, for the Long Thanh Airport Outer Area Drainage Project (Phase 1), Dong Nai proposed to extend the disbursement period of the allocated capital of VND 1.2 trillion until the end of 2026. In 2025, for this project, the disbursement rate will only be calculated with the project investment preparation capital of VND 2.5 billion. The remaining capital of more than VND 1.1 trillion will be calculated in the disbursement rate of 2026.
