Bridge completed, waiting for... access road

Although technically opened to traffic on March 23, 2025, An Binh Bridge and Song Thu Bridge have not been put into operation yet because the approach roads to the bridges have not been completed.

Opposite banks of the Thu River

For many months now, at the north end of the Song Thu bridge, the Dai Thang resettlement area (Phu Thuan commune) has been bustling at night. People from the B area of ​​Dai Loc (old) and the south bank of Thu Bon commune have gathered to use many healthy food and entertainment services.

As a local resident, Mr. Vuong shared that since the Dai Thang resettlement area serving the road project connecting National Highway 14H to DT609C was completed and An Binh bridge was able to accommodate motorbikes and pedestrians, people who were allocated resettlement land have built houses, and many households have opened services to turn this place into no different from a night market.

On the contrary, on the south bank of the Thu River Bridge, it is very quiet at night. On the road leading from the project's head to the southern bridge abutment, many sections are not yet open due to people's houses.

Near the bridge abutment, the contractor has only built half of the road surface, because two households, Thai Van Tai and Thai Nam (represented by his son Thai Chin), have not been resettled. Through lobbying, Mr. Thai Chin agreed to receive an advance payment of 1 billion VND to hand over a part of the land to build half of the above-mentioned approach road.

Mr. Tran Canh Ha, Deputy Director of the Quang Nam Traffic Construction Investment Project Management Board (under the People's Committee of Da Nang City) said that the section passing through Thu Bon commune has handed over 3.7/4.1km of the land length. In total, 0.4km has not been cleared yet, concentrated in 3 sections.

The biggest difficulty is that 4 cases of clear clearance need to be resettled. Typically, at the first intersection, a household and the locality had agreed on the location of the resettlement land (behind the current housing) but there was no decision on land allocation.

To speed up the progress, the former Duy Xuyen leaders and related units directly went to the family's house three times to persuade them to receive advance payment to hand over the site, but the family did not agree because they thought the compensation price was low...

An Binh Bridge was technically opened to traffic on March 23, 2025, but to date, the contractor has not continued construction to complete the entire connecting road project from DT609C to National Highway 14B.

In particular, the northern section of the bridge leading to the intersection with DT609 (Ha Nha commune) can be seen to be open to the naked eye, but construction is still ongoing. The rain makes the road slippery, making it very difficult to drive motorbikes.

According to the investor (Quang Nam Traffic Construction Investment Project Management Board), this section through the residential area is only about 50m long but currently still has land of 3 households.

Through the southern bank access road, the Dai Minh resettlement area has been completed for a long time, however the first section connecting with DT609C is still not clear.

The investor said that this section is about 420m long, and currently there are 47 households affected by land clearance (including 17 households that have been cleared). It is worth mentioning that although the resettlement area has been completed, the compensation plans have not been submitted for appraisal, and there has not been a meeting to consider resettlement for households that have been cleared.

The relocation of technical infrastructure such as electricity and fiber optic cables of all kinds through residential areas is at a standstill.

Recently, the investor has proposed that the City People's Committee direct relevant departments and branches to advise on adjusting the land price list for the period 2020 - 2024 approved by the People's Committee of Quang Nam province (old) in Decision No. 23 dated March 31, 2025.

On this basis, the Danang City Land Fund Development Center - Branch Area 12 and Ha Nha and Vu Gia communes have the basis to carry out compensation and site clearance work.

Direct departments and branches to advise on removing difficulties in sand filling for the project (there is still a shortage of about 12,000m3 of sand filling); agree on the policy of extending the project implementation period until the end of 2026.

The project connecting National Highway 14H to DT609C has a total approved investment of more than 378 billion VND from the local budget. The project has a total length of 6km (of which 0.9km takes advantage of the existing road); in which the Song Thu bridge over the Thu Bon river is 669m long. The project connecting the road from DT609C to National Highway 14B has a total investment of 550 billion VND (the central budget supports 440 billion VND). The total length of the project is 3.93km; in which the An Binh bridge over the Vu Gia river is 1,060.45m long.
