Laos always appreciates and remembers Vietnam's selfless and pure support.

According to a VNA reporter in Laos, on the occasion of leading a high-ranking delegation of the Vietnamese Ministry of National Defense to visit Laos and attend the annual meeting between the Defense Ministers as well as witness the joint search and rescue exercise between the armies of Vietnam, Laos and Cambodia, on the afternoon of October 14 in Vientiane, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, and Defense Minister paid a courtesy visit to Lao General Secretary and President Thongloun Sisoulith and Lao Prime Minister Sonexay Siphandone.

General Phan Van Giang respectfully conveyed the warm regards of General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man and other high-ranking Vietnamese leaders to General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone; and respectfully thanked the Lao Party and State and General Secretary and President Thongloun Sisoulith personally for attending and sending military personnel to participate in the parade at the ceremony to celebrate the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the National Day of the Socialist Republic of Vietnam. General Phan Van Giang affirmed that Vietnam always remembers the great, valuable, wholehearted, righteous and effective support that the Lao Party, State, Army and people have given Vietnam in the past struggle for national independence as well as in the current cause of national construction and defense, especially the support and facilitation in searching for, gathering and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos during the war.

General Phan Van Giang informed General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone about the recent situation in Vietnam, the results of cooperation between the two Ministries of National Defense in recent times, as well as the results of the talks earlier in the day with Senior Lieutenant General Khamliang Outhakaysone, Member of the Party Central Committee, Minister of National Defense of Laos. General Phan Van Giang believes that the annual meeting between the three Ministers of National Defense and the joint search and rescue exercise between the armies of Vietnam, Laos and Cambodia will continue to deepen the solidarity and close relationship between the three countries in general, and the armies of the three countries in particular, contributing to realizing the results of the High-level Meeting between the heads of the Communist Party of Vietnam , the Lao People's Revolutionary Party and the Cambodian People's Party; He hoped that General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone would continue to pay attention and direct relevant agencies to create favorable conditions and closely coordinate with the two countries' defense ministries to comprehensively, effectively and substantially implement defense cooperation contents, commensurate with the expectations of the two countries' senior leaders; affirmed that the Vietnamese Ministry of Defense will closely coordinate with the Lao Ministry of Defense to comprehensively, effectively and substantially implement cooperation contents.

General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone sent their sincere condolences and deepest sympathies for the great loss of life and property of the Vietnamese people due to recent storms and floods; believing that under the leadership and close attention of the Party and Government of Vietnam from the central to local levels, the Vietnamese people will overcome all difficulties, and the lives of people and areas affected by natural disasters will soon stabilize and return to normal.

Prime Minister Sonexay Siphandone affirmed that Laos always appreciates and remembers Vietnam's selfless and pure support for Laos in the past struggle for national liberation as well as in the country's development today; congratulated the great and significant achievements that the Vietnamese people have achieved in recent times; and emphasized that promoting defense cooperation with Vietnam is one of Laos' top priorities.

General Secretary and President Thongloun Sisoulith congratulated Vietnam on the great, outstanding and comprehensive achievements that Vietnam has attained under the wise and talented leadership of the Communist Party of Vietnam over the past 95 years and especially the 80 years of nation building; considered this a source of encouragement, motivation and valuable lesson for Laos in the cause of national construction and development; expressed joy at the special solidarity relationship between Laos and Vietnam that is increasingly developing and deepening; deeply thanked the great, timely and effective support and assistance that the Party, State, Army and people of Vietnam have given to Laos up to now. General Secretary and President Thongloun Sisoulith emphasized that 2025 is of special importance, as it is the final year of the Party Congress term, leading up to the Congresses of each Party in the two countries in early 2026. The two countries are continuing to closely coordinate and share experiences in preparing for the Congress, contributing to the successful organization of the new National Congress of each Party.

Appreciating the tradition and results of cooperation between the two countries' armies in the past and present, General Secretary and President Thongloun Sisoulith suggested that the two countries' armies continue to closely coordinate and effectively implement protocols, programs and cooperation plans so that defense cooperation always deserves to be an important pillar of the great friendship, special solidarity and comprehensive cooperation between Laos and Vietnam.

Earlier, in the afternoon of the same day, after the official welcoming ceremony for General Phan Van Giang at the headquarters of the Lao Ministry of National Defense in the capital Vientiane, General Phan Van Giang held talks with Senior Lieutenant General Khamliang Outhakaysone.

At the talks, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone were pleased to see that the contents of the Cooperation Protocol for the 2025 - 2029 period and the Cooperation Plan for 2025 have been effectively and substantially implemented by the agencies of both sides in all aspects such as close coordination, good propaganda and education work on the great friendship between Vietnam and Laos; exchanging information and situations, thereby effectively advising the Party and State leaders on strategic issues affecting the defense and security of each country; cooperation between military, service, logistics, technology, and defense industry has been promoted.

General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone agreed that in the coming time, the two sides will continue to coordinate and effectively implement propaganda and education work on the history, significance and importance of the great Vietnam - Laos relationship, especially for the younger generation; continue to attach importance to cooperation in human resource training, considering this an issue of long-term strategic significance, serving as the core to consolidate the foundation of the special relationship between the two countries and the two armies; strengthen cooperation in technical logistics, capacity development and information technology infrastructure; continue to support each other in multilateral forums; continue to maintain the mechanism of the Annual Meeting between the three Defense Ministers and the Joint Search and Rescue Exercise between the armies of the three countries of Vietnam - Laos - Cambodia with rich and substantial forms and contents, in accordance with the tradition and solidarity between the three neighboring brotherly countries.

General Phan Van Giang emphasized that this year, the Lao Party and State will celebrate the 50th anniversary of the National Day of the Lao PDR. This is a great event not only for Laos but also for the Vietnamese people. With experience in organizing major events in the past, the Vietnamese Ministry of National Defense is ready to support and accompany the Lao Ministry of National Defense in carrying out this important task. The Vietnamese Ministry of National Defense respectfully presents the Lao Ministry of National Defense with 3 Vinfast command vehicles, white gloves, and gaiters for the parade; and at the same time, presents the Lao comrades with fireworks produced by the Vietnamese defense industry to celebrate this historic anniversary.

General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone believe that the annual meeting between the three Defense Ministers and the joint search and rescue exercise between the armies of Vietnam, Laos and Cambodia taking place on October 15 will be a great success, continuing to deepen the solidarity and close relationship between the three countries in general and the three armies in particular, in the context of the extremely complicated developments in the world and the region.

At the end of the talks, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone signed a Memorandum of Understanding between the Vietnamese Ministry of National Defense and the Lao Ministry of National Defense on enhancing cooperation in the field of training, coaching and human resource development.
