Resettlement of the North-South high-speed railway project through Nghe An: People agree, authorities strive to remove each bottleneck

Currently, localities in Nghe An province where the North-South high-speed railway line passes through are focusing on implementing site clearance and resettlement for people. Based on actual records, the majority of households agree and support the State's major policy, ready to hand over the site and move to a new place of residence. However, some problems need to be addressed to ensure progress according to plan.

People agree, and some have concerns

In Quynh Luu commune - where about 2km of high-speed railway passes through, the project is expected to affect 72 households with 81 plots of land, with a total recovered area of ​​about 38,000 m². In addition, there are 114 plots of agricultural land with more than 69,000 m² and some areas of cemetery land and village cultural house.

Mr. Chu Van Dinh - Head of Village 1 said that the government has organized many meetings with the people to collect opinions, most of the people support the policy of land acquisition, site clearance and resettlement. The people also agreed to choose the pond and lake area of ​​Village 1 as the location for the new resettlement area, convenient for living and connecting the community.

However, what worries people is that the compensation price at the old place of residence may be lower than the price at the new resettlement area, leading to difficulties in buying land and building houses. In addition, many families with children have separated and built their own houses on the same plot of land as their parents but do not have a Land Use Rights Certificate. If the new residential land allocation is based only on the certificate, many households will not be eligible for resettlement land.

The case of Mr. Nguyen Van Quynh’s family is an example. His two children have built their own houses for many years on the family’s land but have not been granted a Land Use Rights Certificate. Without a suitable solution, households like Mr. Quynh will have difficulty in arranging new housing.

Another problem is the exchange of land for the construction of the village cultural house. Two households, Mr. Nguyen Van The and Mr. Le Duc Dieu, voluntarily exchanged land with the village to build the cultural house, and were allocated other land in the pond and marsh area, which is now in the resettlement planning area. However, to date, these households have not been granted Land Use Rights Certificates, putting their rights at risk.

Mr. Nguyen Van The shared: “My family has lived stably for more than 10 years on the exchanged land, now this area is planned as a resettlement area. I hope that the government will consider it reasonably so that the people will not be disadvantaged.”

Mr. Hoang Quoc Hoan - Vice Chairman of Quynh Luu Commune People's Committee said that the commune has compiled all land records, reviewed households using land stably but without Certificates to propose granting certificates, ensuring that all affected households are considered fairly and transparently.

"Regarding the two plots of land to be converted into a hamlet cultural house, the commune recommends that the authorities provide guidance on how to remove obstacles and complete procedures to ensure the rights of the people and the progress of the resettlement area construction," said Mr. Hoan.

According to the plan, Quynh Luu commune aims to complete the approval of the master plan before October 24, 2025, select a consulting unit to measure before October 28, and complete the inventory of the resettlement area before November 7, 2025. This is considered an important step to soon start construction of the resettlement area, creating conditions for people to stabilize their housing before the high-speed railway project is implemented.

Not only in Quynh Luu commune, but also in many communes and wards where the North-South high-speed railway passes through, the work of site clearance and resettlement is encountering similar problems. This requires localities to promptly identify the problem, have appropriate solutions, and create consensus among the people.

Currently, compensation for site clearance is applied according to Decision No. 33/2024/QD-UBND, dated September 30, 2024 of the Provincial People's Committee promulgating regulations on compensation, support and resettlement when the State acquires land in Nghe An province.

Synchronized efforts

In Lam Thanh commune, the local government is urgently completing the dossier for building the resettlement area, at the same time, synthesizing recommendations on land compensation prices, land use rights and support policies to report to superiors for resolution.

Mr. Nguyen Huu Ha - Chairman of Lam Thanh Commune People's Committee said: "This is a national key project, so the commune has focused on promoting and mobilizing people's support, while proactively reviewing and handling arising issues to ensure site clearance progress is on schedule."

Similarly, Hoang Mai ward is also rushing to complete the necessary steps for 2 resettlement areas with a total area of ​​14.9 hectares. The locality has preliminarily determined the number of households and affected land area, is selecting measurement units in October 2025 and preparing feasibility study reports for the resettlement areas. According to the plan, the ward will complete the appraisal and approval of the project in November 2025, and start construction of the 2 resettlement areas immediately after that.

Hoang Mai Ward People's Committee also requested the North-South High-Speed ​​Railway Project Management Board to closely coordinate in the work of counting, determining land acquisition boundaries and promptly arranging capital for site clearance, in order to hand over clean site before December 2026.

As one of the localities with a large area of ​​land acquisition, Tan Chau commune is focusing on site clearance and resettlement.

The route passing through the commune is nearly 6 km long, affecting 308 households, with more than 21 hectares of land, of which 65 households must be resettled. The commune has established a Steering Committee, a Compensation - Support and Resettlement Council; at the same time, organized 3 meetings with people in hamlets in the two communes of Dien Phu and Dien Loc (old) to collect opinions. As a result, the majority of people agreed and highly appreciated the openness and transparency of the government during the implementation process.

The two selected resettlement areas include: Hamlet 6 (old Dien Phu commune) with an area of ​​0.5 hectares and Hamlet Song Tien (old Dien Loc commune) with an area of ​​3.1 hectares, with a total estimated investment of about 35 billion VND.

Currently, Dien Phu area has been approved for 1/500 scale planning and is being measured and compensation plan is being made; Song Tien area is completing documents to set up markers and construct infrastructure.

Mr. Phan Van Hung - Chairman of Tan Chau Commune People's Committee affirmed: "We have identified this as a key political task in 2025. The commune is mobilizing all its resources to complete the project on schedule, but also hopes that the provincial level will soon allow both adjusting the land use planning and carrying out compensation work in parallel, to avoid delays due to the current planning not updating the railway route."

According to the plan, Dien Phu resettlement area will complete site clearance before November 15, 2025, and Song Tien area before November 30, 2025; the entire resettlement infrastructure is expected to be completed by February 2026.

The North-South high-speed railway project is a national key project, expected to create a breakthrough in the development of transport infrastructure, connecting the economy and society between regions. With the drastic participation of authorities at all levels and the consensus of the people, 18/18 communes and wards with railway lines passing through Nghe An are proactively implementing tasks according to the roadmap, especially resettlement work, a key factor determining the progress of the project. Localities have shown a high sense of responsibility, flexibly removing each step, ensuring compliance with legal regulations and protecting the rights of the people.

18 localities with the route passing through include: Hoang Mai ward, communes: Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam and Lam Thanh.

According to statistics from the authorities, Nghe An province has about 2,150 households affected by the North-South high-speed railway project, of which about 1,942 households need to be resettled.
