On September 12, 1945, only 10 days after the Democratic Republic of Vietnam was born, in response to the urgent need to keep secret information transmission on the military communication network to serve the leadership, direction and command of the Party Central Committee, the Government, and the Army, the Military Cryptography Department - the predecessor of the Vietnam Cipher Industry - was established at the General Staff of the Vietnam People's Army.

After 80 years of construction, fighting and growing, the Vietnamese Cryptography industry has overcome countless difficulties and challenges, achieved many outstanding achievements and silent but extremely glorious feats.

The Cryptography sector has successfully completed its task of ensuring absolute secrecy, safety, accuracy and timeliness of information serving the Party's leadership, State management and the direction and command of the People's Armed Forces, making an important contribution to the struggle for national liberation, building and defending the Fatherland.

In his directive speech, General Phan Van Giang, Minister of National Defense, requested the Vietnam Cryptography Industry and the Government Cryptography Committee to continue to thoroughly grasp and seriously and effectively implement the policies and directions of the Central Committee, the Central Military Commission, and the Minister of National Defense on cryptography and national defense.

The Cryptography sector needs to improve the quality of research, strategic advice, and perfect institutions, mechanisms, and policies on cryptography. Strengthen propaganda, dissemination, raise awareness, and promote the role and responsibility of ministries, branches, and localities in building and managing cryptographic organizations and teams of cryptographic officers and employees nationwide.

He requested research and proposals to innovate operating methods, perfect the state management mechanism on cryptographic work to ensure strictness, synchronization, and unity; coordinate monitoring of network information security, and management of civil codes.

The Minister of National Defense noted the need to maintain a stable, smooth, secret, safe, and accurate national cryptographic system to promptly serve the leadership, direction, and administration of the Party, State, and armed forces in all situations.

General Phan Van Giang also requested the Cryptography sector to promote breakthroughs in science and technology development, innovation, and digital transformation in cryptography activities.

The industry needs to be autonomous, self-reliant, and self-reliant in researching and mastering strategic science and technology, and highly secure cryptographic products, fully meeting all types of confidential information and communication; synchronously implementing security solutions, authentication, information security monitoring, developing e-Government and digital transformation, deploying security for information systems, information technology, weapons, and military equipment; modern scientific, technical, and technological solutions.

In addition, the industry needs to improve production capacity, supply products, technical equipment, specialized cryptography services, security solutions, high-tech information security, strengthen cooperation, and transfer technology on cryptography and information security, especially with countries with advanced and modern science.

The Minister proposed building a revolutionary, disciplined, modern cryptographic force that meets the nature of the special secret science and technology sector in the field of national security, attaching importance to building comprehensively strong cryptographic agencies and units that are "Exemplary and typical", building a team of cryptographic officers and employees with steadfast political will, absolutely loyal to the Party, State and people.
