The forum was attended by leaders of the Ministry of National Defense , the Army, experts and scholars from many countries and international organizations.

General Phan Van Giang, Minister of National Defense, led the Vietnamese delegation to attend the forum and delivered a speech at the first plenary session with the theme "Building a fair and reasonable global security governance system".

Speaking at the opening of the forum, Senior Lieutenant General Dong Jun, Chinese Minister of National Defense, said that China wishes to contribute to building a brighter future for human civilization.

In the context of the world entering a new stage of development, respecting history, moving towards a peaceful future and developing together according to the trend of the times is inevitable.

The Chinese military is willing to engage in dialogue and cooperation with all parties to seek long-term solutions for peace, security, stability and progress. Peace remains the prevailing trend of the times, but the world is facing many complex security challenges. In this context, the military plays an important role as one of the pillars to safeguard peace and justice.

Mr. Dong Quan proposed the following major orientations: Maintaining historical values; reforming and perfecting the global governance system; protecting peace and justice; and strengthening peace through substantive actions.

In his speech at the first plenary session, General Phan Van Giang said that this is a special era, an era full of turmoil but also full of opportunities.

Never before has humanity had such remarkable scientific and technological achievements as today. Countries, big or small, if they know how to take advantage, can shorten the gap, rise up and integrate into the general development flow of the world...

The Minister acknowledged that opportunities come hand in hand with challenges. On the international level, strategic competition, hegemonic ideology, and unilateral imposition have a profound impact on the structure and governance of global security. Disagreements in interests, if not properly handled, can turn into conflicts, creating a dangerous spiral of confrontation.

Regional hotspots, from armed conflicts to territorial sovereignty disputes, still exist, with the potential to flare up at any time, threatening peace and general stability.

General Phan Van Giang said that to build a fair and reasonable global security governance system, the role of multilateralism and substantive defense cooperation is indispensable.

“Only when countries sit together, respect common rules, and share responsibilities, can the basic principles become reality. In the context of increasingly intertwined traditional and non-traditional security challenges, multilateralism is not just an option, but the inevitable path to maintaining peace and stability.

Defense cooperation, in the spirit of transparency, self-defense and for common interests, will become an important bridge between principles and actions,” General Phan Van Giang emphasized.

Vietnam supports multilateralism based on the United Nations Charter and international law, inclusiveness, equality, people-centeredness, and for the common interests of the international community. This is not only a method of cooperation, but also a foundation for countries to live together in peace and develop together in an increasingly interconnected and complex world.

Vietnam has always deeply recognized the value of international cooperation and global solidarity. That spirit has been concretized in many of Vietnam's major policies and decisions.

Maintaining and strengthening multilateralism is a prerequisite and vital factor to address global challenges that no single country can effectively respond to alone.

The Vietnamese Minister of National Defense said it is necessary to persistently promote multilateralism to ensure a global security structure based on the fundamental principles of the United Nations Charter, especially the principles of respecting independence, sovereignty, territorial integrity and political institutions, non-interference in internal affairs and resolving disputes by peaceful means.

It is necessary to promote substantive cooperation on global issues, especially in non-traditional security areas such as climate change, cyber security, food security, energy security, artificial intelligence, counter-terrorism and transnational crime.

He said it is necessary to modernize multilateral institutions and promote reform of the United Nations, especially the Security Council, to ensure the capacity to respond promptly to all crises on a global scale and ensure the voices of small countries and developing countries are fully heard.

In addition, it is necessary to strengthen dialogue, mutual understanding, and shared responsibility among major powers, as well as between major countries and developing countries, between civilizations and ideologies, to create a common future - where differences are not contradictions, but opportunities to narrow differences and complement each other.

Countries and international organizations need to make strong commitments and take decisive actions to cooperate together to build an open and inclusive mechanism, especially a flexible mechanism for dialogue and consultation on defense, security and diplomacy.

General Phan Van Giang emphasized that for the above orientations to become reality, a sustainable, widely respected and universally valuable foundation is needed - that is international law.

Vietnam pledges to continue being a reliable partner and an active and responsible member of the international community, contributing to the common efforts to build a law-based, fair and sustainable international order.

The Minister said that the Vietnamese Ministry of National Defense plans to organize the third International Defense Exhibition in 2026. He hopes that international friends and countries will continue to pay attention and support.
