"Scoring" import-export revenue, what is Quang Ninh's secret?

Bright spot in import-export revenue

According to data from the Department of Industry and Trade of Quang Ninh province, the total export turnover of goods of enterprises in the province in 2.5 years (period 2021 - first 6 months of 2023) is estimated at 6,784 million USD, an average increase of 9.7%/year (exceeding the target set by Action Program No. 01-CTR/TU, the average increase in the period 2021-2025 is 5-7%/year).

Some export items account for a large proportion of the total export turnover value increase. For example: Coal of all kinds exported in 2.5 years is estimated at 740 million USD, an average increase of 5.18%; Cement is estimated at 203 million USD, an average increase of 25.8%; Seafood is estimated at 42 million USD, an average increase of 2.17%; Clothing is estimated at 406 million USD, an average increase of 40.9%; Vegetable oil is estimated at 16 million USD, an average increase of 10.5%...

Also in 6 months, total state budget revenue in Quang Ninh is estimated at 28,000 billion VND, equal to 52% of the province's estimate, equal to 101% compared to the same period. Of which, domestic revenue reached 21,000 billion VND, import-export revenue reached nearly 7,000 billion VND. This is an impressive figure, making Quang Ninh one of the top provinces and cities in terms of budget revenue.

With import-export revenue reaching nearly 7,000 billion VND, up 2% over the same period in 2022, reaching 60% of the 2022 operating target, reaching 126% of the scenario set for the first 6 months of the year. Quang Ninh Customs also became the only customs unit in the country with state budget revenue increasing compared to the same period in 2022, achieving a high target and exceeding the progress set for the first 6 months of 2023.

Quang Ninh Department of Industry and Trade informed that in recent years, export activities through border gates and openings in Quang Ninh province have been stable and have grown annually.

The reason is that Quang Ninh has effectively implemented disease prevention. In addition, it has maintained production activities and the supply of raw materials for businesses. In particular, Quang Ninh has always maintained stability and effectively implemented "green safety zones" at border gates and openings to ensure that import and export trade activities are not interrupted.

Enterprises have taken full advantage of the benefits brought by the Free Trade Agreement (FTA) that Vietnam has signed. At the same time, they have sought new partners and markets through various forms to expand export markets and limit dependence on a certain market.

Create maximum convenience for businesses

At the same time, the province always strives to create maximum convenience for export enterprises. Border gates also proactively deploy solutions to create maximum convenience for enterprises.

Specifically, in Mong Cai, Mong Cai Customs Branch has implemented many solutions to retain old businesses, attract new businesses, create sustainable revenue sources and develop the local economy .

Or at Hon Gai, the Hon Gai Port Customs Branch has developed a plan and budget collection scenario suitable to the actual situation of the unit for implementation.

In particular, the Department divides the business management groups into 5 industries: Foreign direct investment (FDI) enterprises; mining machinery and equipment importing enterprises; means of transport importing enterprises; consumer goods importing enterprises; and agricultural, forestry, fishery and seafood exporting enterprises, to create a proactive position in exchanging and guiding businesses.

The Department has promoted administrative procedure reform towards transparency, convenience, ease of implementation and reduction of customs clearance time and costs for businesses to improve competitiveness, encourage businesses to invest, produce and attract businesses to carry out customs procedures.

At Hoanh Mo, the Hoanh Mo Border Gate Customs Branch has strengthened the inspection and supervision of import and export goods and import and export means of transport; strictly maintained the conditions to ensure epidemic prevention according to the regulations of the Ministry of Health and from China; focused on checking and reviewing green lane declarations, declarations with C/O, classified goods and proactively collecting information, coordinating between professional stages to improve the quality and efficiency of post-clearance inspection work.

In the coming time, in order for import-export activities to make a stronger breakthrough, the People's Committee of Quang Ninh province will continue to pay attention to attracting, creating conditions as well as quickly handling procedures for investors to build warehouse and yard projects in the area, logistics zones in the Border Gate Economic Zone (Hoanh Mo - Dong Van, Bac Phong Sinh, Mong Cai) according to the approved planning and design to ensure that the projects are implemented on schedule, commensurate with the scale and capacity of border gate operations, openings; upgrading, renovating and expanding routes for means of transport to move and connect from the Hoanh Mo and Bac Phong Sinh border gate areas with logistics zones, cargo inspection locations, bonded warehouses, etc.

At the same time, the province will accelerate the implementation of planning and expand the border gate area for Hoanh Mo, Bac Phong Sinh, Mong Cai (Bac Luan II bridge) to ensure import and export activities; promote planning, complete logistics infrastructure, ICDs and duty-free shops in the area.

In 2023, Quang Ninh strives to collect over 54,000 billion VND in state budget revenue, of which import-export revenue will reach over 12,000 billion VND.

With positive signals in the first half of the year, we believe that the import-export revenue target of the whole province will be completed and exceeded.
