According to Thanh Hoa Provincial Police, recently there has been a situation where scammers have taken advantage of people's trust to appropriate property by receiving passports by post.

The trick they use is to impersonate post office employees or immigration officers to call or text people asking them to transfer the passport delivery fee in advance to a bank account designated by them.
Many people, due to lack of information and fear of delayed procedures, transferred money to these subjects, leading to unjust loss of money.
To prevent and stop the above situation, the Immigration Department, Thanh Hoa Provincial Police recommends that people need to be vigilant when receiving messages or calls with the above content, absolutely do not transfer money to bank accounts when receiving requests from strange phone numbers or messages; only pay the delivery fee directly to the postal staff when receiving the passport.
When detecting signs of fraud, it is necessary to quickly report to the nearest police agency and contact the Immigration Department of Thanh Hoa Provincial Police via phone number 02373.669.282 (during office hours) or phone number 0692.889.282 (after office hours) for support and answers about procedures for issuing and receiving passports.
Since June 2022, along with the implementation of electronic chip passports, the Ministry of Public Security has applied level 4 online public services in the field of immigration. According to regulations, when submitting passport applications on public services, citizens can register to receive passports by post by filling in full address information.
In Thanh Hoa, since March 28, 2011, the Provincial Police have coordinated with the Thanh Hoa Provincial Post Office to deliver passports to citizens' places of residence. Up to now, 153,999 passports have been returned to citizens via the public postal service. This has contributed to reducing the congestion at the police headquarters, while creating maximum convenience for people, saving time and travel costs, especially for citizens in remote areas.
