Da Nang Education - New Opportunities and Period

After the merger, Da Nang city faces many opportunities to develop education with the following factors: large and diverse scale and network of schools at all levels; impressive national and international excellent student achievements; Da Nang University, a regional university, has a solid foundation in international cooperation; the tradition of studiousness of Quang Nam province forms a new driving force... However, the current challenges of Da Nang education are not small: uneven material and technical facilities and staff, many places do not meet the requirements of implementing the educational innovation and digital transformation program; the city's area is expanding, mountainous communes still face many difficulties; financial investment resources are not abundant...

Mission in the new era

Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee (11th tenure) and Resolution No. 71/NQ-TW dated August 22, 2025 of the Politburo clearly stated the viewpoint of "fundamental and comprehensive innovation" and "breakthrough in education and training development". Building a modern national education system that is on par with the region and the world in our country in the new period has been determined through breakthrough tasks and solutions.

For Da Nang city, in part V. Key tasks and solutions, item 5. Synchronous cultural and social development, closely linked, harmonious and on par with economic development, building a city rich in identity, improving people's lives, the Political Report of the City Party Executive Committee presented to the 1st City Party Congress, term 2025 - 2030, stated: Synchronously implement solutions to innovate, diversify, improve the quality of education and training associated with improving people's knowledge, promoting the building of a learning society, lifelong learning citizens; building Da Nang into a learning city.

Ensure at least 20% of total state budget expenditure, associated with promoting socialization and international integration in education and training; invest in school facilities and techniques in the direction of standardization, synchronization, and modernization, ensuring 2 sessions/day at primary level and promoting implementation at secondary level.

Encourage the development of new school models such as digital schools, smart schools, happy schools; promote the integrated education method of science, engineering, technology, culture, arts, mathematics (STEAM) and scientific research in general schools; improve foreign language skills for students, gradually making English the second language in schools.

Support 100% of tuition fees for preschool children, primary school students, and students at vocational training institutions in the area; support lunch for primary and secondary school students in border and island communes.

In this section, educational tasks and solutions are integrated into cultural and social development tasks and solutions. In my humble opinion, education needs to be separated into a core Task and Solution (as the Central Executive Committee's report has drafted, section VI. Building a modern national education system at the regional level) to be commensurate with its position and breakthrough role in the city's development in the new period, in line with the vision of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on focusing on breakthroughs in developing education in a modern direction, taking comprehensive human beings as the goal.

Regarding the concept of lifelong learning citizens, it should be written as lifelong learning. The title of learning citizen is understood according to Decision No. 677/QD-TTg dated June 3, 2022 of the Prime Minister; while lifelong learning is the method of citizens in a learning society.

Fundamental and breakthrough solutions in the digital age

The first and most important thing, both in the short term and in the long term, is nothing more than investing in and developing human resources for education. Teachers are the decisive factor in the quality of education; no matter how modern the facilities are or how advanced the technology is, the quality of the teachers is still the core factor in determining the effectiveness of teaching. A team of teachers who are well-trained, have deep expertise, good pedagogical skills, are sensitive to technology and are dedicated to their profession will be the strongest driving force to improve the quality of education comprehensively.

Policies to attract and retain good managers and teachers, especially in subjects lacking in and in disadvantaged areas. We can consider preferential policies, housing support, and creating conditions for advanced study. Training and fostering professional skills, information technology skills, and modern teaching methods for the team are the first requirements of the digital age.

Investing in and developing human resources for education requires special attention to management and executive management. In the current situation, whether policies, solutions and implementation are suitable for reality and development requirements depends largely on this team, from departments to schools, from city leaders to local authorities.

Reviewing and perfecting the education management apparatus to be streamlined and effective, with clear assignment of tasks, avoiding omission of work and areas, and avoiding purely administrative management work, especially in the current situation of implementing two-level government.

Focusing on investment in facilities and technology is an accompanying solution, supporting modern education, for approaching the set goals - a prerequisite, not a top goal or task as some reports and orientations have identified.

To develop education and training rapidly and sustainably, Da Nang needs to prioritize spearheads and educational technology platforms, considering this a "lever" focusing on improving quality, effective management and preparing human resources for the future; optimizing the management of students, teachers, timetables, scores, and electronic transcripts in a transparent and interconnected manner; supporting a variety of online teaching forms combined with self-study - a key factor promoting autonomy, democracy and personalization of learners - helping Da Nang's education sector adapt to unexpected situations (as the COVID-19 pandemic has demonstrated);

Prioritize resources to improve and upgrade school facilities, especially in disadvantaged and mountainous areas, to quickly reduce existing disparities.

Innovation in teaching methods must be based on modern teaching perspectives, approaching regional and world levels. This is no longer a general thinking that has been repeated over the past 40 years, not just struggling with one or more sets of textbooks but really focusing on developing students' self-study capacity, critical thinking, problem-solving skills, and creativity, in line with the motto "lifelong learning", applying active teaching methods, combining theoretical learning with practice and experience; promoting scientific and technical research activities, connecting schools with businesses so that students have the opportunity to access reality.
