
Implementing Plan No. 124/KH-LĐLĐ of the City Labor Federation on organizing supervision according to Decision No. 217-QD/TW of the Politburo promulgating the Regulation on supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations, the City Labor Federation has stepped up supervision to ensure that enterprises strictly implement labor laws and protect the legitimate rights and interests of workers.
Recorded many positive results
Vice President of the City Labor Federation Nguyen Thi Ngoc Anh said that, to implement the plan, the City Labor Federation established a monitoring team to conduct inspections at 5 enterprises. Including: Hoa Chen Food Company (Vietnam), Cell Bio Human Tech Vina Co., Ltd., A Viet Insurance Co., Ltd., Quan Chau Co., Ltd., May Sportteam Corporation.
The monitoring content focuses on key areas: signing and implementing labor contracts; salary regime, working hours, rest; periodic health check-ups; occupational safety and hygiene; deduction and payment of union funds and dues; payment and payment of insurance regimes; as well as implementation of democracy regulations at the grassroots level. In addition to inspections, the monitoring team also listens to feedback from enterprises and grassroots unions to promptly take appropriate action.
The results showed that the total number of employees at the 5 monitored enterprises was 715, including 438 female employees (62%) and 9 foreign employees. All 5 enterprises have established trade unions. Notably, Hoa Chen Food Company (Vietnam) and Cell Bio Human Tech Vina Co., Ltd. have fully paid union fees in accordance with regulations.
All enterprises sign labor contracts with employees and pay social insurance, health insurance, and unemployment insurance. In particular, Hoa Chen Food Company (Vietnam) and Cell Bio Human Tech Vina Co., Ltd. are assessed to have performed well and fully fulfilled their obligations to employees.
Most businesses have built a salary scale, businesses do a good job of registering labor regulations to send to management agencies, organizing negotiations, and signing collective labor agreements. Regarding welfare regimes, 4/5 businesses support shift meal allowances from 20,000 - 40,000 VND/meal.
In the field of occupational safety and hygiene, enterprises basically comply with regulations. Enterprises organize periodic health check-ups for employees; organize occupational safety and hygiene training; some enterprises have established occupational safety and hygiene councils or networks. In particular, the construction of democratic regulations in the workplace is also of interest to many units.
Towards a sustainable working environment
In addition to the achievements, the monitoring team also discovered many shortcomings. Notably, the situation of late or unpaid social insurance and union fees. May Sportteam Corporation, Quan Chau Company Limited and A Viet Insurance Company Limited are all in arrears of social insurance.
Some enterprises have not fully complied with the regulations on labor contracts, salary scales and democratic regulations. A Viet Insurance Company Limited was recorded as paying a basic salary lower than the regional minimum, not developing democratic regulations and not organizing labor conferences.
Occupational safety and hygiene work also has many limitations such as lack of annual planning, inadequate training, and lack of protective equipment for workers.
Ms. Nguyen Thi Ngoc Anh said that through the inspection, she discovered outstanding problems at the enterprise such as insurance debt, late payment of union fees, lack of dialogue and building democratic regulations. The Labor Federation proposed and participated in supervising timely remedies to ensure harmony of interests between employees and employers.
Monitoring activities not only aim to detect violations but also help businesses raise legal awareness and gradually improve human resource management processes and labor policies.
When the rights of employees are guaranteed, it helps businesses build reputation, strengthen trust, create harmonious, stable and progressive labor relations. Employees feel secure in their commitment and dedication, thereby improving productivity, quality and efficiency of business operations. This is an important foundation for sustainable business development, while contributing to the successful implementation of the city's socio-economic development goals.
Ms. Nguyen Thi Ngoc Anh said that in the coming time, the City Labor Federation will continue to expand its monitoring work, focusing on areas prone to violations such as social insurance payments, occupational safety and hygiene, dialogue and collective bargaining. At the same time, the Labor Federation will coordinate with state management agencies to organize training courses and conferences to improve legal knowledge for both employees and employers.
