The Ministry of Education and Training has just responded to the petition of voters of Hung Yen province sent after the 9th session of the National Assembly. Voters of Hung Yen province stated that currently, the local shortage of teachers still exists, especially teachers of English, IT, music , and fine arts.
If this situation is not resolved soon, it will affect the implementation of the curriculum and teaching plan. Therefore, voters recommend that the Ministry of Education and Training have a fundamental solution to completely handle it.
Responding, Minister Nguyen Kim Son said that recently, the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to advise the Government to report to the Central Executive Committee, thereby adding 65,980 teaching positions for the 2022-2026 period.
Although the country has recruited more than 40,000 teachers in the 2022-2024 period, the number of students in the past two school years has continuously increased, leading to an increase in the number of classes and teachers needed. The number of teachers needed to increase in the 2023-2024 school year is 13,676, and in the 2024-2025 school year is 22,000, leading to many localities still lacking.
In addition, the reason for the shortage of teachers is also due to the limited attraction to the education sector, low income; the source of recruitment for some subjects such as information technology, foreign languages, and arts is not much because graduates of these majors have many other career options with higher income than being a teacher.
Recruiting teachers for these subjects is also difficult when there is little demand from students to choose, especially for art subjects that require talent.
In addition, teacher recruitment is slow because the process of allocating staff and recruiting teachers in localities takes a long time.
Some localities do not recruit all assigned staff, reserving quotas for streamlining.

Faced with the shortage of teachers, Minister Nguyen Kim Son said the Ministry has been and is continuing to implement a number of solutions.
Specifically, the Ministry has directed teacher training institutions to open major codes and organize training according to local needs, ensuring recruitment sources for localities, especially for new and special subjects.
At the same time, the Ministry directs, inspects, and urges localities to recruit enough teachers according to the assigned staffing according to Directive 32/2023 of the Prime Minister on continuing to promote fundamental and comprehensive innovation in general education; advises the Prime Minister to issue an official dispatch for localities to continue recruiting teachers when rearranging the two-level local government apparatus.
The Ministry directed localities to continue reviewing and arranging the network of schools and classrooms; piloting the autonomy mechanism for public preschool and general education facilities, and promoting the socialization of education.
Along with the Central Government's solutions, the Minister suggested that Hung Yen province not streamline the payroll by mechanically reducing the number of assigned teachers; recruiting teachers must ensure the correct subject structure and the number of staff assigned by the competent authority.
According to the report, by the end of the 2024-2025 school year, Hung Yen province (including the former Thai Binh) will have nearly 4,000 unused teacher positions.
At the same time, the province needs to implement solutions to regulate teachers from places with surplus to places with shortage; attract teachers to work in the locality and arrange funds to implement teacher contracts...
