Yen Nhan 1 Primary School suffered the most damage after the flash flood. The school has more than 220 students in 10 classrooms; after the flood, hundreds of cubic meters of soil, rocks, trees, and garbage flooded into the school yard and classrooms, damaging more than 40% of the desks, chairs, and teaching materials. Teacher Le Dinh Khoi, the school's principal, said: "The opening day is near, if we cannot clear the amount of soil, rocks, trees, garbage, and consolidate the desks, chairs, and materials in the classrooms, the opening of the new school year will certainly be delayed."

Since the flash floods (August 26), officers and staff of the Defense Command of Area 3 - Ngoc Lac (Thanh Hoa Provincial Military Command) together with local militia and local forces have continuously stayed close to the area, rescued households whose houses were swept away by the floods, and cut through forests, crossed streams, and transported relief goods to isolated villages. On September 1, Thanh Hoa Provincial Military Command added more than 60 officers and soldiers to help people overcome the consequences of the floods such as clearing roads, cleaning offices and schools, especially focusing on cleaning and rearranging desks, chairs, teaching aids, and cleaning classrooms.
Nearly 100 officers, soldiers and excavators of the Defense Command of Area 3 - Ngoc Lac and Regiment 762 (Thanh Hoa Provincial Military Command) have divided into two groups to help Yen Nhan Kindergarten and Yen Nhan 1 Primary School. Up to now, the work of helping the schools has been basically completed so that the schools are ready for the opening ceremony. Teacher Le Dinh Khoi expressed: "The human resources of the school as well as the locality are very limited and cannot clear such a large amount of earth and rock. Teachers and students of the school are truly grateful to the soldiers."

Lieutenant Colonel Trinh Van So, Deputy Chief of Staff of the Thanh Hoa Provincial Military Command, shared: "The troops worked day and night, working through the National Day holidays to help schools in the flooded Yen Nhan area open the new school year according to the general plan of the whole country. Although Yen Nhan commune is still in a state of emergency, the risk of landslides is very high due to prolonged heavy rain, the troops performing their duties in the outdoor living conditions face many difficulties, but we determined that helping the people at this time is the top political task and must pay attention to ensuring absolute safety during the performance of the task."
According to Lieutenant Colonel Le Van Tuan, Commander of Regiment 762: The unit's officers and soldiers have continuously mobilized to help people overcome the consequences of natural disasters from storms No. 3 to No. 5 with many tasks, such as: Evacuating people from dangerous areas; rescuing dikes at night; overcoming landslides, clearing mud... Organizing a march of more than 100km to help people in areas affected by flash floods during the days when the whole country was on National Day holiday, eating and staying outdoors, although it was hard, the officers and soldiers were very united and determined to complete the task well.

Without the help of the soldiers, the locality would not know how to organize the opening ceremony of the new school year for the children."

Along with the army, the local militia force enthusiastically participated in overcoming the consequences of natural disasters. Comrade Luong Van Tinh, Commander of the Yen Nhan Commune Military Command, said: "As soon as the flood occurred, the local militia force promptly supported people to escape the flood, transferred dry food, instant noodles, drinking water to people in isolated areas and helped families with heavy damage, cleaned up roads, offices... Up to today, the militia force has participated in overcoming the consequences of storms and floods for 10 consecutive days."
On the afternoon of September 3, local leaders coordinated with the Thanh Hoa Provincial Military Command to conduct a survey to identify families that need further assistance, especially those who lost their entire homes. Accordingly, in Yen Nhan commune, 25 houses collapsed completely, 66 houses were severely damaged, 67 houses were severely damaged, and 164 houses were damaged by about 30%. "25 families had their houses collapsed and completely swept away by the flood. The locality and the families have materials, and the unit will focus on helping build new houses," said Lieutenant Colonel Trinh Van So.
