Recently, information appeared on social networks that Luong Chi Primary and Secondary School, Tinh Gia Ward ( Thanh Hoa ) collected socialized money from first grade students, ranging from 686,000 to 700,000 VND per student. This amount of money is said to be used to repair televisions, air conditioners, curtains, blackboards and tables and chairs for first graders.

According to the feedback, this is not the policy of the parents' association but the school proactively calculated and set a general level for the entire grade 1, then distributed evenly to the 3 classes.

Speaking with VietNamNet reporter, Ms. Nguyen Thi Thuy, Principal of Luong Chi Primary and Secondary School, said that the information that the school collects 700,000 VND/student from socialized funds for grade 1 is incorrect.

According to Ms. Thuy, at the end of the 2024-2025 school year, the school assigned the two-level management department to review the facilities and propose additional facilities for the new school year. After receiving agreement from parents, the school developed a plan to mobilize funding from agencies, organizations, and individuals to enhance facilities for teaching and learning for the 2025-2026 school year.

On August 21, 2025, the school received an official dispatch from the People's Committee of Tinh Gia Ward agreeing to allow the school to mobilize funding to carry out items such as: replacing and supplementing equipment and teaching aids; renovating and repairing necessary facilities according to the school year plan.

“The school will carry out the next steps according to the instructions in the document and ensure the correct procedures. The receipt of artifacts will be accompanied by a confirmation report and legal, valid documents, and will not collect money as reported,” Ms. Thuy affirmed.

According to Ms. Thuy, at the meeting of parents' representatives at the end of the 2024-2025 school year, the school presented a socialization plan for the new school year and received consensus from the parents' representatives.

“Because grade 1 is new and has not yet participated in the parent meeting at the end of the 2024-2025 school year, after receiving the official dispatch from the ward People's Committee, the school organized a meeting of parents of grade 1 (temporary) to announce the plan to strengthen the facilities for teaching and learning in boarding schools. The meeting received the voluntary and consensus of parents representing 3 grades 1, agreeing to implement socialization in kind,” said Ms. Thuy.

To ensure the spirit of volunteerism and democracy, the school continued to organize parent meetings for grade 1. Parents of each class discussed, agreed and sent the meeting results in writing to the school. According to the minutes of each class, 100% of parents agreed to voluntarily socialize in kind, all of these facilities will serve the 5 years of study of the level. Up to now, the school has not received any feedback about parents' disagreement.

A leader of Tinh Gia ward said that the ward has received an explanatory report from the Board of Directors of Luong Chi Primary and Secondary School.

“We have verified the incident, the school implemented the plan as planned, did not collect socialized money as reported. The information on social networks is incorrect, affecting the school and the locality. The police are verifying and clarifying this content,” the leader said.
