
According to the decision signed by Vice Chairman of the City People's Committee Nguyen Manh Quyen on October 8, the landslide area is located in Hamlet 5, Co market area (near Yen Xuan Commune People's Committee headquarters), on the left side of the inter-commune road to Yen Binh (Provincial Road 446). Heavy rain after the circulation of storm No. 5 and storm No. 10 caused cracks about 0.5m wide, about 2m deep, with a landslide area of more than 250m, directly threatening the safety of 31 households living below.
The City People's Committee requested Yen Xuan commune to urgently apply non-structural measures to respond, such as temporary reinforcement, excavation, unloading, and relocation of people from dangerous areas; placing warning signs, arranging guards, and absolutely not allowing people to move through landslide areas. Households that have to be relocated will be supported with temporary accommodation, stable lives, and resettlement according to regulations.
The Hanoi Department of Agriculture and Environment was assigned to preside over and coordinate with Yen Xuan commune to monitor the landslide developments, guide the first hour of handling according to the "4 on-site" principle and advise the Chairman of the City People's Committee to announce the end of the emergency situation when the area is safely restored.
