Key development elements

According to statistics from the Hanoi Rural Development Department, the city currently has 1,297 agricultural cooperatives in operation. The cooperatives basically meet the production needs of their members. Many cooperatives have created competitiveness with other economic sectors.

Cooperatives have been doing a good job in directing agricultural production. Besides focusing on upgrading infrastructure to serve production, some cooperatives have joint ventures and links from production to product consumption with businesses, contributing to increasing economic value.

These include crop protection, pest and disease forecasting, agricultural extension work, linking product consumption for members...

To serve members and farmers, Dong Cao Agricultural Service Cooperative as well as other cooperatives in Hanoi have established a service price list that covers management costs and other expenses. As a result, service prices are lower than the market price, bringing the most benefits and support to members.

According to the assessment of the Hanoi Department of Rural Development, the activities of cooperatives in recent times have also created conditions to connect people with their fields, limit the abandonment of fields, ensure the planting area and supply of agricultural products and food for consumers in the capital.

5 key solution groups

Despite playing an important role in rural economic development, the development of cooperatives in Hanoi is still not commensurate with potential and expectations. The number of cooperatives that are not operating effectively is still large. Many cooperatives have stopped operating but are facing difficulties in dissolving...

In order to create momentum to promote the development of the collective economic sector and cooperatives, recently, Vice Chairman of the Hanoi People's Committee Ha Minh Hai signed and issued Plan No. 325/KH-UBND on the development of collective economic and cooperatives in Hanoi by 2025.

The objective of the plan is to continue to encourage, facilitate the development and improve the quality of operations of collective economic organizations and cooperatives, contributing to job creation, increasing income for cooperative members and workers and ensuring social security.

With Plan No. 325/KH-UBND, the City also aims to consolidate, improve, and enhance the quality and operational efficiency of cooperatives, so that cooperatives can contribute more and more positively to agricultural restructuring, new rural construction, and socio-economic development of localities in general.

To realize the above objectives, the Hanoi People's Committee has proposed 5 key groups of solutions. The first task emphasized is to promote the dissemination of the implementation of the Law on Cooperatives in 2023. Strengthen training, coaching, and fostering to improve the capacity and qualifications of State management officials in charge of cooperatives.

The Hanoi People's Committee also requested the Cooperative Union and departments, branches and localities to continue to innovate and improve support policies and mechanisms and improve the quality and efficiency of the collective economic sector and cooperatives. Along with that, strengthen the leadership of the Party, promote the role of the Fatherland Front, socio-political and socio-professional organizations in the development of the collective economy.

Regarding Plan No. 325/KH-UBND, Vice Chairman of the Hanoi Cooperative Union Nguyen Trung Thanh said: in the coming time, the unit will continue to promote its core role in developing the collective economy and cooperatives; strengthen coordination with departments, branches, People's Committees of districts, towns in guiding and supporting cooperatives to develop. At the same time, proactively propose solutions to remove difficulties for the collective economic sector and cooperatives to complete the planned targets set by 2025.

 

Some goals set by the Hanoi People's Committee in 2025: Consulting and guiding the establishment of 100 new cooperatives and 2 cooperative unions; The number of cooperatives and cooperative unions operating well and fairly accounts for 65 - 70%; Average revenue of cooperatives reaches 3 billion VND/year; Average income of workers in cooperatives is 65 million VND/year; Average profit of cooperatives is about 220 million VND/year.
