Hanoi: Assign military recruitment targets appropriate to each locality

To effectively carry out military recruitment in 2026, the Chairman of the City People's Committee directed Party committees and authorities at all levels to strengthen leadership and direction; promote the role and responsibility of the entire political system, all organizations and individuals in the implementation process.

At the same time, establish (perfect) Military Service Councils (NVQS) at all levels to ensure the correct and sufficient number according to the provisions of law and organize effective activities; assign tasks and clearly define the responsibilities of organizations and individuals in implementation. Members of the NVQS Council at all levels, according to their functions and tasks, enhance their roles and responsibilities in directing, guiding, inspecting and urging localities to carry out military recruitment work.

In particular, thoroughly organize and carry out propaganda, dissemination and education work widely among the people in the city, focusing on citizens of military age; raise awareness and responsibility about the political significance and importance of military recruitment; promote national traditions, traditions of the People's Army, People's Public Security and the thousand-year-old heroic capital Hanoi.

The city's departments, branches and sectors coordinate with the People's Committees of communes and wards to strengthen and innovate propaganda, education and mobilization work with many diverse and rich forms and measures suitable to each locality to create a vibrant mass movement, at the same time encourage and motivate young people to enthusiastically join the Army and perform their duty to join the People's Public Security.

The city assigned the Hanoi Capital Command (the standing agency of the city's Military Service Council) to preside over and coordinate with the city's police, departments, branches and relevant agencies to advise the city's People's Committee to direct, monitor, guide, inspect and urge localities to seriously organize and implement military recruitment in 2026 in accordance with the Law on Military Service, the Law on People's Public Security and decrees, circulars and instructions; assign military recruitment targets suitable to each locality; ensure that all communes and wards have citizens enlisted.

At the same time, advise on organizing the 2026 military enlistment ceremony at the Regional Defense Command or commune cluster to ensure solemnity, speed, safety, economy, suitability, and truly the Military Service Day of the Capital's people; review the results of the review and grasp the source of citizens of military age of the locality, agency, and base unit. At the same time, preside over and coordinate with the Hanoi Department of Health to organize a review of the results of the preliminary selection and health examination for military service.

The City Police in coordination with the Hanoi Capital Command unify direction and guidance on the organization and implementation of military recruitment tasks in accordance with regulations, strictly, and to complete assigned targets. In particular, it is responsible for directing the Commune Police to coordinate with the Military Command at the same level to review and grasp the source of citizens of military age, not to miss any subjects; direct the subordinate functional units, Commune Police to coordinate with units inside and outside the Police sector to verify and assess to ensure political and ethical standards for citizens performing military service and performing the obligation to join the People's Police.

The People's Committees of communes and wards direct departments, branches and organizations to step up propaganda, dissemination and legal education on the internal radio system and other forms, and propaganda at the grassroots level in residential areas; proactively develop implementation plans at their level, and provide specific and detailed instructions to the grassroots level on military recruitment work.

Communes and wards properly carry out the steps in the military recruitment process from reviewing sources, preliminary selection, health examination for military service, infiltration, finalizing military numbers, deciding to call citizens to join the army in accordance with the Law on Military Service and the Law on People's Public Security, ensuring democracy, fairness, transparency, completing 100% of assigned targets, achieving high efficiency and quality; not allowing violations of the law in military recruitment.
