Hanoi encourages agencies and units to arrange online work on October 6.

Chairman of the Hanoi People's Committee Tran Sy Thanh requested the entire government system to proactively and urgently deploy response work to storm No. 11 (storm Matmo). Notably, the city encouraged agencies and units to arrange for officials, civil servants, public employees and workers to work online on October 6 to ensure safety in natural disaster situations.

On October 4, Chairman of Hanoi People's Committee Tran Sy Thanh issued Official Dispatch No. 16/CD-UBND on urgently deploying response work to storm No. 11 (storm Matmo) with many important contents.

Require the whole system to take drastic action

According to the National Center for Hydro-Meteorological Forecasting, on the afternoon of October 3, storm Matmo entered the East Sea, becoming storm No. 11, with strong winds of level 10, gusts of level 13 and forecast to continue to strengthen to level 12-13, gusts of level 15-16, moving quickly towards the Gulf of Tonkin and the Leizhou peninsula. From October 5-7, the storm will directly affect the coast and mainland of the North, Thanh Hoa, Nghe An , causing widespread heavy rain.

Currently, many large hydroelectric reservoirs have opened their floodgates: Hoa Binh (2 bottom gates), Tuyen Quang (3 gates), Thac Ba (2 front gates), Son La (1 bottom gate), Nui Coc (5 spillways). Water levels on major rivers in Hanoi such as the Da River, the Red River, and the Duong River are still below alert level I but at high levels; the Tich River and the Bui River have exceeded alert level III, and the Ca Lo River has exceeded alert level II. Many irrigation reservoirs such as Suoi Hai, Quan Son, Van Son, Tan Xa, and Xuan Khanh have exceeded their spillways, posing a risk of landslides, rockslides, and local flooding.

In the spirit of urgently fighting the storm, the telegram of the Chairman of the City People's Committee emphasized the risk of "natural disasters on top of natural disasters, disasters on top of disasters", requiring all levels and sectors to absolutely not be subjective, proactively respond decisively, promptly and effectively. At the same time, focus on overcoming the consequences of storm No. 10 - which still left more than 2,000 houses flooded and damaged - so as not to be passive in the face of the new storm.

Proactively evacuate people and protect infrastructure

Through the telegram, the city leaders directed to complete the review and statistics of storm damage, urgently repair houses, essential infrastructure, drain water and lower the lake water level. Localities must mobilize forces to clean up, restore production, business, services, especially agriculture and transportation, to help people stabilize their lives soon.

Specifically, the People's Committees of districts, communes and wards are required to closely monitor warning bulletins and weather forecasts, and be ready to evacuate people from dangerous areas such as the Red River sandbank (Hong Ha ward, Minh Chau commune), Ba Vi, Quoc Oai, Thach That and Chuong My areas - areas at high risk of landslides. The police and the Capital Command coordinate to arrange forces and means for rescue, traffic diversion, and protection of dykes and key projects.

The Department of Agriculture and Rural Development coordinates with the Department of Construction to flexibly operate the drainage system, lower the water level of reservoirs, protect production and aquaculture; and at the same time check the safety of lakes, dams, landfills, and waste treatment areas to prevent pollution during storms.

The Department of Construction is assigned to work on preventing flooding in the inner city, trimming trees, checking degraded constructions, ensuring safety of lighting, traffic signals and clean water for people in flooded areas. Drainage units must coordinate the operation of the suburban drainage system, especially at points still flooded by storm No. 10.

The Department of Industry and Trade is responsible for ensuring the supply of essential goods, food, and foodstuffs, and checking the safety of industrial zones and clusters. The Department of Health prepares mobile emergency teams, medicines, medical supplies, environmental sanitation, disease prevention after storms, and protection of the elderly, children, and people with disabilities in high-risk areas.

The Department of Education and Training is assigned to proactively let students stay home from school when the weather is dangerous, ensuring the safety of teachers and students, and protecting school facilities. The Department of Science and Technology must maintain uninterrupted communication, update weather forecasts, and issue accurate and timely disaster warnings on media platforms.

Hanoi Electricity Corporation coordinated with the Department of Industry and Trade to review the power system, prioritize power supply to the drainage pumping station, and warn people to avoid electric shock. The press agencies of the Hanoi People's Committee and the Hanoi Party Committee were asked to increase broadcasting time, continuously update the storm developments, and instruct people on disaster prevention skills.

At the end of the telegram, Chairman of the City People's Committee Tran Sy Thanh especially noted: "Agencies and units need to be flexible in their working plans, in which they are encouraged to arrange for cadres, civil servants, public employees and workers to work online on October 6 if a natural disaster occurs to ensure absolute safety for people and property."
