Construction of the underpass at Co Linh intersection begins - reducing traffic congestion at the eastern gateway of the capital

On the morning of October 4, the Hanoi People's Committee held a groundbreaking ceremony for the underpass construction project at Co Linh intersection (Long Bien ward), celebrating the 71st anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2025).

This is one of eight key projects that Hanoi started on this occasion, aiming to complete traffic infrastructure and reduce congestion at the eastern gateway of the city.

Speaking at the groundbreaking ceremony, Vice Chairman of the City People's Committee Duong Duc Tuan emphasized that the implementation of the Co Linh intersection underpass is one of the key political tasks of the Hanoi transport sector in 2025. The project plays a key role in reducing congestion, enhancing traffic connectivity in the Eastern gateway area, and at the same time contributing to the completion of Ring Road 2 according to the general planning of the Capital.

“Immediately after being assigned the task, the Hanoi Traffic Construction Investment Project Management Board actively coordinated with departments, branches and local authorities to complete investment procedures and meet the conditions to start construction according to regulations,” said Mr. Tuan.

The Vice Chairman of the City requested the investor and contractors to concentrate maximum human resources and equipment, organize construction urgently, scientifically , safely and in accordance with legal regulations; at the same time ensure quality, technique, progress and not affect traffic and people's lives in the construction area.

Mr. Duong Duc Tuan affirmed: "With the high political determination and sense of responsibility of the participating units and the support of the people, the project will be completed on schedule, contributing to reducing traffic congestion, improving the infrastructure of the eastern gateway and realizing the sustainable development goals of the capital Hanoi".

According to Mr. Ngo Ngoc Van, Director of the Hanoi Traffic Construction Investment Project Management Board, Co Linh intersection is currently a hot spot for traffic congestion, especially after the elevated Ring Road 2 section Nga Tu So - Vinh Tuy and Vinh Tuy Bridge phase 2 were put into use, causing a sharp increase in traffic volume to this area.

The Co Linh underpass project is built at the intersection of Co Linh Street - Vinh Tuy Bridge approach road - Dam Quang Trung Street, with a total length of about 600m (of which the closed tunnel is 100m long, the open tunnel is 260m, the wall and wheel guard are 240m). The tunnel has 6 lanes, the cross-section of the entire tunnel is 27.1m wide, 3 lanes on each side, connecting to Dam Quang Trung Street and Vinh Tuy Bridge approach road.

The project also includes the construction of technical infrastructure, trees, traffic light systems, road markings, overall traffic organization, ensuring safety and urban beauty. The total investment is 747,593 billion VND, from the city budget.

Mr. Ngo Ngoc Van added that the project not only solves traffic congestion at the Co Linh intersection but also connects the main roads of Long Bien district, contributing to completing the traffic infrastructure network in the Eastern region, creating favorable conditions for traffic between the center of the capital and neighboring provinces.
