Hanoi establishes 84 commune and ward trade unions: A new step in caring for and protecting workers

The establishment of 84 commune and ward trade unions marked a new step forward in the organization and operation of trade unions in Hanoi, and also affirmed the close connection between trade unions and workers, contributing to strengthening the grassroots political system and building harmonious, stable and progressive labor relations.

On October 1, the Hanoi City Labor Federation (HLF) held a conference to announce the Decision to establish 84 commune and ward labor unions. This is an important milestone, affirming the determination to innovate, create, focus on the grassroots and accompany the workers of the capital.

At the conference, Ms. Le Thi Kim Diep, member of the Standing Committee, Head of the Trade Union Working Committee of the City Labor Federation, announced the decision of the Standing Committee of the Hanoi Labor Federation on the establishment of 84 Trade Unions of communes and wards; at the same time, appointed the Executive Committee, Standing Committee, Inspection Committee and positions of these 84 Trade Unions. Accordingly, the Trade Unions of communes and wards will have legal status, use their own seals, open bank accounts and fully perform their duties and powers according to the law and the Charter of the Vietnam Trade Union.

Speaking at the conference, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized: "Commune and ward trade unions need to quickly learn and grasp their functions and tasks to effectively deploy activities. In the immediate future, the important task is to organize the first Congress well, prepare for the work of taking care of union members and workers during the 2026 Lunar New Year."

According to Mr. Le Dinh Hung, Permanent Vice Chairman in charge of the Hanoi City Labor Confederation, the Executive Committees of the Commune and Ward Trade Unions focused on developing plans, successfully organizing the Congress, and closely coordinating with the City Labor Confederation to direct the grassroots Trade Union Congress for the 2025-2030 term to ensure quality, practicality, and effectiveness.

According to Mr. Hung, the Trade Unions of communes and wards need to focus on performing well the function of representing, caring for and protecting the legitimate rights and interests of union members and workers; participating in the development of policies related to labor; supervising the enforcement of laws; and at the same time coordinating to build harmonious, stable and progressive labor relations.

One of the emphasized tasks is to effectively implement care programs such as " Tet Sum Vay" and "Tet Trade Union Market", with the spirit of not leaving any union member or worker behind.

Propaganda, education, dissemination of policies and laws; building industrial style, corporate culture; grasping ideology, promptly orienting public opinion among workers and laborers are also considered key tasks. In addition, developing union members, establishing new grassroots unions associated with building a strong Party, government and political system at the grassroots level is an important orientation, creating a long-term foundation for the Trade Union organization.

The movements of “Good workers”, “Creative workers”, skill competitions, technical innovation initiatives… will continue to be expanded, contributing to improving labor productivity, product quality and accompanying businesses in sustainable development.

Along with that, financial work, inspection, supervision and social criticism must be carried out seriously, publicly, transparently and effectively.

“The above tasks are both responsibilities and opportunities for the Commune and Ward Trade Unions to affirm their roles and positions right from the first day of establishment. I believe that with the spirit of solidarity, responsibility and the support of the Party Committee, the government, the Fatherland Front and other organizations, the Capital Trade Union will excellently complete its tasks, become a reliable support for union members and workers, and contribute to building a civilized, modern and prosperous Capital,” Mr. Le Dinh Hung emphasized.

On this occasion, the leaders of the Hanoi City Labor Confederation respectfully request the Vietnam General Confederation of Labor, the City Party Committee, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of the city, and the Party Committees of communes and wards to pay attention and create favorable conditions for the Trade Unions of communes and wards to operate effectively. This is an important factor helping the Trade Union organization to promote its role and position in the new situation, contributing to the sustainable development of the capital.
