Solutions to complete wastewater treatment projects

Participating in the questioning of the Director of the Department of Construction, delegate Nguyen Minh Duc (Hoang Mai district group) said that by March 2024, the urban wastewater system will have been treated at 30.9%. To complete the target of 50-55% of urban wastewater treated by 2025 according to the Resolution of the City People's Council depends on the completion of the Yen Xa wastewater treatment system project which is currently behind schedule and other wastewater treatment projects such as Kien Hung, Son Tay, Song Nhue... which are currently preparing for investment.

The delegates requested the Department of Construction to clarify the feasibility of completing the 2025 target on the rate of treated wastewater and speeding up the progress of wastewater plant projects; at the same time, requested the Hanoi People's Committee to clarify the solution to complete the Yen Xa wastewater plant project as well as revive the clear and flowing To Lich River according to the inspection conclusion of the Secretary of the City Party Committee and Chairman of the Hanoi People's Committee on the recent cleaning of the To Lich River.

Responding to this issue, Director of the Department of Construction Vo Nguyen Phong said that in order to complete the wastewater treatment rate target, when building the work programs for the entire 17th term, the City Party Committee identified putting into operation the Yen Xa Wastewater Treatment Plant as a key project to complete this target.

Up to now, the Yen Xa wastewater collection and treatment plant project has completed packages 1 and 2, but packages 3 and 4 still have problems with slow progress. Putting this project into trial operation on December 1, 2024 with a capacity of 100,000 m3/day/night has increased the treated wastewater rate of the inner city area to 414,300 m3/day/night, reaching approximately 40.8%. To ensure this target, we must also focus on operating package 2, completing package 4 in some urban areas and Ha Dong. If these two packages are completed, the collection rate will increase to 194,500 m3/day/night, thereby basically completing the set target.

Currently, the City is urging the completion of a number of other wastewater treatment projects such as Viet Hung 7,600m3, Cau Nga Wastewater Treatment Plant, Van Canh... Thus, with these projects put into operation, the wastewater rate of the City will increase. With this target, we must try and urge investors to complete on schedule. This is the task of the departments and Project Management Boards to implement in the coming time.

According to the Director of the Department of Construction, regarding the implementation of the direction of General Secretary To Lam when working with Hanoi recently, it was stated that by 2030 the city must increase the wastewater treatment rate in the inner city to 100%. Thus, the city must urgently review a number of areas and approve investment policies, typically in areas F3 and F5 related to the Phu Do and Phu Thuong wastewater treatment plants. In addition, it is necessary to focus on investing and implementing 3 plants in Long Bien.

Son Dong wastewater treatment plant project completed in the first quarter

At the question and answer session, delegate Nguyen Minh Tuan (Phu Xuyen district group) stated that the target of urban wastewater treatment is difficult to complete as planned, because some projects cannot be completed, for example, the Viet Hung wastewater treatment plant project (Long Bien district) has not been handed over for 8 years. The delegate asked the Director of the Department of Construction to inform about the causes, difficulties, and progress of completion?

Delegate Doan Viet Cuong said that the Son Dong wastewater plant project (Hoai Duc district) has been delayed for 11 years and is not yet completed. He asked the Director of the Agricultural Project Management Board to inform him of the reason. The Chief Inspector should inform him of the results of the inspection.

Regarding this issue, Director of Hanoi Department of Construction Vo Nguyen Phong said that Viet Hung Wastewater Treatment Plant has a capacity of 7,600m3/day/night. Recently, the Department of Construction has urged to repair this wastewater treatment plant to have operating conditions. Up to now, the Department of Construction has received it to put it into operation management.

"In the process of not yet selecting an official management and operating unit, the Department encountered some difficulties in receiving assets; unit prices for forming bidding packages... These difficulties have been reported to the City and the City has resolved the unit prices for the items. The Department has completed the budget for bidding for management and operation for the period 2025-2027, the bidding for the operating unit will be conducted in January 2025" - Director of Hanoi Department of Construction Vo Nguyen Phong informed.

Regarding the Son Dong wastewater plant project, the leader of the City's Technical Infrastructure and Agricultural Construction Investment Project Management Board said that the project implementation has been 99% completed in the context of many difficulties and obstacles, and some small items are still being completed. The plant was put into trial operation on April 10, 2024. The Management Board will urge contractors to focus on implementation, completing it in 2024, and handing over the project in the first quarter of 2025 for official operation.

According to Chief Inspector of the City Tran Duc Hoat, regarding the Son Dong wastewater plant project, the inspection results in 2022 showed that this project has been behind schedule for a long time, and the project also has 5 existing limitations and violations. The City People's Committee has directed the agencies to implement this inspection conclusion. Through the monitoring process, the contents pointed out have been implemented by the agencies, focusing on 3 contents, supplementing environmental monitoring, and problems with connecting the outflow... Currently, the project has been put into trial operation, but there are still some contents that the Department of Construction is selecting an operating unit that needs to be urgently implemented.
