Public school students in Hanoi will be exempt from tuition fees from the 2025-2026 school year.

In the 2025-2026 school year, preschool children, high school students, and students of general education programs in public educational institutions in Hanoi will be exempt from tuition fees.

The above content is stated in Official Dispatch No. 5487/UBND-KGVX dated October 8, 2025, signed and issued by Vice Chairman of the City People's Committee Vu Thu Ha, on the implementation of tuition policy, tuition exemption, reduction, support and other revenues in the field of education and training for the 2025-2026 school year.

Accordingly, the City People's Committee requested the Department of Education and Training and other units to urgently deploy contents related to tuition policies and school fees, ensuring compliance with regulations and conformity with local realities.

Specifically, from the 2025-2026 school year, the Department of Education and Training will implement Decree No. 238 of the Government on tuition exemption for preschool children, general education students and students of general education programs at public institutions. The education sector will coordinate with the Department of Finance, the Department of Justice and relevant units to complete the draft Resolution stipulating tuition fees and the State budget support level for public schools, and at the same time determine the tuition support level for students and learners at private and non-public institutions.

Regarding service fees and educational support, the city requires public preschools and general education establishments to comply with Decree No. 238. The Department of Education and Training coordinates with relevant departments and branches to complete the dossier and submit to the City People's Committee and People's Council to issue a Resolution regulating collection levels appropriate to the actual conditions of each locality and region.

An important new point in this year's directive is that preschool children and primary school students do not need to apply for tuition exemption, reduction or support. Policy review and payment will be automated through electronic data mining from the National Population Database and specialized databases, to reduce administrative procedures, save time and create maximum convenience for people.

In addition, the city requires strengthening state management of educational institutions, ensuring transparency and compliance with regulations. Schools absolutely must not allow "overcharging" at the beginning of the school year. The mobilization, receipt and use of funding must comply with Circular No. 16/2018 and Circular No. 13/2025 of the Ministry of Education and Training . Educational institutions need to fully publicize their commitment to training quality, quality assurance conditions and financial revenue and expenditure.

For vocational training institutions and Hanoi Capital University, the City People's Committee requires strict implementation of Decree No. 238, especially reviewing tuition fees for the 2025-2026 school year to not exceed the ceiling prescribed in Articles 9 and 10 of the Decree.

The implementation of the tuition-free policy for public school students from the 2025-2026 school year reflects the Party and State's policy to ensure fairness and create learning opportunities for all people, especially children in disadvantaged areas. According to the Government's calculations, the total budget for implementing the policy is expected to be about 30,000 billion VND.
