Hanoi removes obstacles and urges progress of key traffic projects

On the morning of August 27, Central Party Committee member, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a meeting to listen to reports and urge the progress of a number of key traffic projects.

Attending the meeting were Standing Committee member of the City Party Committee, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan; leaders of departments, branches, districts and towns.

Problems in site clearance

Reporting on the progress of a number of key traffic projects, a representative of the Hanoi City Traffic Construction Investment Project Management Board said that for the Ring Road 4 construction investment project - Hanoi Capital Region, the capital plan so far is more than 17,965 billion VND, of which more than 9,837 billion VND has been disbursed, reaching 54.76%, of which in 2024, more than 2,024/7,300 billion VND will be disbursed, reaching 27.72%.

Regarding the site clearance of component project 1.1, localities have cleared 779.92/798.67ha, reaching 97.65%, the remaining 18.75ha has not been cleared. It is expected that districts will complete the additional land acquisition and handover before September 30, 2024. The Project Management Board has received 771.46/779.92ha, equivalent to 48.35km/52.43km, reaching 98.92% of the cleared land area to date. Localities have basically completed the approval of the land prices for the outbound and inbound sides, completed the technical infrastructure of 13/13 resettlement areas and arranged resettlement for 273/818 households.

Regarding the implementation of component project 2.1, currently the contractors of 4 construction packages are simultaneously deploying 32 construction teams to accelerate the gathering of sand and earth to the construction site and loading at qualified locations. After 14 months since the commencement date, the output to date has reached about 1,261/4,205 billion VND (reaching 30%). The project is expected to be completed in the fourth quarter of 2025.

For component project 3, strive to complete investor selection in December 2024; negotiate, finalize, and sign contracts in January 2025; and start construction of public investment sub-projects in February 2025.

For the project to renovate and upgrade National Highway 6, Ba La - Xuan Mai section, the total investment is 9,590 billion VND, divided into 3 component projects. The Project Management Board is implementing the construction of 3/5 main construction packages in the entire Chuong My district, 15.87km long, and 2/5 packages in Ha Dong district, expected to start construction in the third quarter of 2024. However, the project has encountered difficulties in handing over the site. Up to now, Chuong My district has handed over for construction 20.48 ha/85 ha, reaching 24.1% of the land area on the entire route; the handover sections are still intermittent; the construction site has not been handed over in Ha Dong district.

Regarding the investment project to build the Thang Long Avenue expressway, the section connecting from National Highway 21 to Hanoi - Hoa Binh expressway, the Hanoi City Civil Works Construction Investment Project Management Board said that the total investment of the project is 5,249 billion VND. Up to now, 76,154.1m2 of land has been handed over in Tien Xuan commune (Thach That district) and the bored pile construction (45/68 piles), concrete casting (13/128 beams) is being implemented to serve the construction of the overpass project of the planned road Km2 + 522.5 (belonging to package No. 31); currently waiting for land to continue construction.

Organize a competition to clear land for key projects

After listening to opinions from representatives of departments, branches, and units, concluding the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh suggested that departments, branches, units, and localities must be more determined, change their thinking, perception, way of thinking, and way of doing, and soon complete traffic infrastructure projects to serve the socio -economic development of the capital.

Urging the work of site clearance to promote the progress of projects, Chairman of the City People's Committee Tran Sy Thanh requested that it is necessary to issue a directive to organize a competition to clear the site of key projects of the city from now until the end of 2024. In which, propose methods and solutions to remove difficulties and obstacles in site clearance work.

According to the Chairman of the Hanoi People's Committee, every week and every month, departments, branches and units need to promote the progress of projects. Districts and towns need to be more drastic in implementing land acquisition, site clearance, and preventing re-encroachment of clean land, not allowing "hot spots" of social order to arise in project areas.

Requiring resettlement work to ensure people have a place to live, income and living conditions equal to or better than their old place of residence, Chairman of the City People's Committee Tran Sy Thanh requested that units apply the law in a harmonious, appropriate and correct manner, and not let some small problems or issues slow down the progress of the city's key projects and works.

“For the Ring Road 4 project - Hanoi Capital Region, districts and towns strive to complete all site clearance work by November 2024 at the latest for handover, speed up construction progress and disbursement of project capital” - Chairman of the City People's Committee Tran Sy Thanh emphasized.
