The strongest wind near the center of the tropical depression was level 6-7 (39-61 km/h), gusting to level 9. Moving in the West Northwest direction at a speed of about 25 km/h.

Mr. Vo Ta Cuong - Chairman of the People's Committee of Ky Hoa commune, Ha Tinh , said that more than 20 tons of fish belonging to a local household died due to the impact of storm No. 10. "Currently, the local government is supporting the collection of fish to help people sell. As for the dead fish that cannot be sold, we will have measures to collect and bury them to avoid affecting the environment," said Mr. Cuong.

In Ha Tinh, storm No. 10 with its terrible gusts of wind has caused a lot of damage to the people. On September 29, responding to VTC News, Vice Chairman of Ninh Binh Provincial People's Committee Tran Anh Dung informed that due to the impact of storm No. 10 Bualoi, around 3-5 a.m. on the same day, the tornado swept through many communes in the province, causing heavy damage to people and property.
Initial information, the tornado swept through Quy Nhat commune, collapsing several houses, killing 4 people and injuring 3 others.
In Hai Anh commune, the tornado broke 30 electric poles, collapsed several houses, killing one person. In group 3 of Thinh Long commune, several houses had their roofs blown off and collapsed, killing one person and injuring four others.

Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said that it is forecast that around 10am today, the storm will weaken into a tropical depression, continue to move inland and weaken into a low pressure area.
"Although the storm has weakened, the impacts of storm No. 10 Bualoi's circulation are still very strong. Heavy rain will continue and last today in Thanh Hoa, Nghe An, and Ha Tinh provinces.
In addition, the heavy rain area will expand to the northern delta and midland provinces with forecasted rainfall of 150-250mm, some localized areas may reach over 350mm," Mr. Khiem warned.
The super typhoon is battering the Thanh Hoa mainland. In the Sam Son coastal area, strong winds have knocked down trees, causing deep flooding in many areas. The entire Sam Son coastal resort is without power.
Many local residents said they had never witnessed such a strong and persistent storm. Although Thanh Hoa was only one of the affected areas, the winds were as strong as if they were in the eye of the storm.
According to Mr. Trinh Tien Dung, Chairman of the People's Committee of Sam Son Ward, there is currently an incident of the Thong Nhat River dike overflowing, affecting more than 170 households in Chau Loc village. On the evening of September 28, Deputy Prime Minister Tran Hong Ha came to encourage people to evacuate storm No. 10 at the storm shelter in Tan Phuc Thanh residential group (Song Tri ward, Ha Tinh province), and inspected storm prevention work in Hoanh Son ward.
Deputy Prime Minister Tran Hong Ha acknowledged that Ha Tinh province has resolutely implemented the solution of relocating people, considering this a key measure to minimize damage.

On September 28, Mr. Nguyen Sy Dieu, Chairman of Thanh Vinh Ward People's Committee (Nghe An Province) said that the government has implemented an emergency evacuation plan for more than 2,000 people from the old Quang Trung apartment buildings and makeshift houses to ensure safety before storm No. 10 Bualoi.
Accordingly, all residents living in buildings C2, C3, C4, C5, C6, D2 of Quang Trung apartment complex and many households living in dilapidated houses have been moved to safety.
People were temporarily housed at Lam Giang Hotel and the old Quang Trung Ward People's Committee headquarters and the old Cua Nam Ward People's Committee headquarters. After the storm passes and the situation stabilizes, people will return home.

In Cua Lo ward, the response to storm No. 10 was also deployed vigorously. All 250 fishing boats, 275 baskets and 32 rafts were brought to shelters, absolutely not allowing people to stay at sea.
The town government established 7 checkpoint teams and a mobile team with nearly 100 members, and at the same time fully prepared vehicles, necessities and equipment according to the "4 on-site" motto.
By this morning, Cua Lo ward had evacuated 356 people to a safe place, and is expected to evacuate another 1,800 people if the storm continues to develop complicatedly. By 9:30 a.m. on September 28, Cua Lo ward had evacuated 151 households with 356 people to a safe place.
Also this morning, the Nghe An Department of Education and Training announced that all schools in the province will be closed on September 29. The Nghe An Department of Education requested schools to develop plans and organize storm prevention to protect school facilities.
A tornado swept through Quang Dien commune (Hue city) on the afternoon of September 27, causing damage to three villages: An Xuan Dong, An Xuan Tay and An Xuan Bac.
Specifically, An Xuan Dong village has about 40 houses with blown-off roofs; An Xuan Tay village has about 20 houses with blown-off roofs or affected, school areas have collapsed roofs and broken electric poles; An Xuan Bac village has about 15 houses affected.
Localities are counting the damage and implementing plans to support people to overcome the consequences.

More than 70 houses in Quang Dien commune (Hue city) had their roofs blown off and were damaged after a tornado caused by storm No. 10.
In Da Nang, at around 6:50 a.m. on September 28, a tree fell and crushed a 7-seat car driven by Mr. NTQ (born in 1995, residing in Da Nang) while passing through the Phan Hanh Son - An Duong Vuong intersection, trapping 6 people in the car.
Immediately upon receiving the emergency report from the Command Information Center, the Fire Fighting and Rescue Team of Region 3, Da Nang City Police, immediately dispatched a rescue vehicle with 7 officers and soldiers to the scene.
At the scene, authorities discovered people trapped in the car so they urgently deployed rescue work, used specialized equipment and organized tree cutting.
Fire and Rescue Police quickly got 6 people out of the car safely. Authorities also quickly cleared the scene and allowed traffic to return to normal.
At about 5:45 a.m. on September 28, the Border Guard Station of Cua Viet Port (Quang Tri Province) received a report from Ms. Quat Thi Hai L. (30 years old), whose relatives were on two fishing boats with registration numbers BV 4670-TS and BV 0042-TS of Ho Chi Minh City.
Ms. L. said that two fishing boats were on their way to Cua Viet creek to take shelter from the storm when they encountered an accident about 1.5km from shore. As a result, one boat sank, the other boat stalled and was hit by waves. The total number of crew members on both boats was 11.

The Border Guard Station of Cua Viet Port is coordinating with functional forces to rescue two Ba Ria - Vung Tau ships with codes BV4670 TS and BV0042 TS that were in distress while taking shelter from the storm. Of these, one ship sank about 0.9 nautical miles from shore and the other ship is suffering from a broken side.
