Ha Tinh approves planning for 17 high-speed railway resettlement areas

The high-speed railway project on the North-South axis is expected to pass through 23 communes and wards of Ha Tinh with a length of about 103.42 km.

According to preliminary statistics, to construct the route through the area, Ha Tinh plans to reclaim more than 760 hectares of land of all kinds. The scope of site clearance (GPMB), the route through the province is expected to affect about 1,800 households, of which about 1,300 households are expected to be resettled (TDC) and many graves, infrastructure, and other technical works will have to be relocated.

Deputy Director of the Department of Construction Le Anh Son said: Up to this point, 23 communes and wards where the project passes have established steering committees and compensation councils for site clearance for the project.

Localities have proposed building 36 resettlement areas with a total area of ​​more than 80 hectares, with an estimated cost of about 900 billion VND (the expected number of resettlement areas is still subject to change because localities are still reviewing).

For the first resettlement area in Lien Vinh residential area, Ha Huy Tap ward, the groundbreaking ceremony was held on August 19, and the site is being prepared for construction.

Of the remaining 35 resettlement areas, 17 have approved detailed planning, approved master planning, and are conducting surveys and project design. The remaining resettlement areas are implementing planning work.

According to the Department of Construction of Ha Tinh, the site clearance work for the high-speed railway project on the North-South axis is being carried out synchronously and resolutely by units and localities in Ha Tinh. However, there are still some problems and difficulties, including the fact that the investor - Railway Project Management Board ( Ministry of Construction ) has not yet handed over the route direction, site clearance markers and some route locations are still being proposed for adjustment.

The land in Lac Tho village is one of four locations that Cam Lac commune plans to plan to build a resettlement area for the high-speed railway project on the North-South axis.

To ensure the high-speed railway project is implemented on schedule, the Ha Tinh Department of Construction requests relevant units and localities to closely follow the assigned tasks according to Plan 1570 of the Provincial People's Committee on site clearance work for the project, to proactively organize implementation.

It is recommended that the Department of Finance research and advise on investment procedures for resettlement areas as a basis for localities to organize implementation to ensure progress; promptly advise on budget allocation for the People's Committees of communes and wards to organize and implement the construction of resettlement areas.

Propose that the Department of Home Affairs continue to advise the Chairman of the Provincial People's Committee on mobilizing, receiving, and seconding civil servants and public employees to communes and wards where projects pass through during the implementation of land acquisition and resettlement, giving priority to arranging officials with expertise in land and construction to carry out compensation, support, and resettlement work.

It is recommended that the Department of Agriculture and Environment promptly issue documents to guide localities where the project passes through to focus on implementing in advance a number of tasks and work related to compensation, support, and resettlement based on the preliminary boundaries of land acquisition and clearance in the pre-feasibility study report approved in accordance with the provisions of the Land Law...

Ha Huy Tap Ward speeds up the progress of land acquisition for Lien Vinh resettlement area, directing contractors to mobilize machinery and equipment to carry out construction. Communes and wards where the project passes through urgently complete the procedures for planning resettlement areas; on the basis of the preliminary boundaries that have been determined, continue to review the origin of land, assets, and constructions within the affected area; investigate, collect and prepare all relevant documents to be ready to carry out the recovery as soon as the site boundary is handed over.
