Along with developing scenarios to evacuate people to safe places, calling on boats to take shelter, reinforcing the dyke system and vulnerable points, local authorities, especially in estuaries and coastal areas, are focusing on instructing people to reinforce their houses before the storm makes landfall. As soon as the storm was reported to be making landfall in Ha Tinh , the people of Loc Ha commune immediately started to reinforce their houses. Sandbags and water bags were placed on the roofs to secure the corrugated iron sheets and windows. People took advantage of every hour to reinforce and anchor all their properties against the strong winds. In particular, households located in the area near Xuan Hai beach and Thach Kim industrial park have used sandbags and water bags to block off the roofs. Learning from the experience of storm No. 5, the bracing work was deployed very early, most households in coastal areas have completed the bracing work and are ready to evacuate to safety when ordered by the authorities. In Thach Khe commune, local authorities have instructed people to quickly implement the work of securing their houses. Business households along Thach Hai beach have been advised to move their assets and cross-tie their kiosks to minimize damage.
In addition, functional forces of Thach Khe commune were mobilized to reinforce dikes and key culvert locations to respond to storms and floods, limiting the risk of flooding and landslides.
Not only houses, schools also took urgent action. Teachers and administrators directly inspected roofing systems, classrooms, restrooms, and places prone to roof damage and flooding. In the photo: Teachers of Le Hong Phong Secondary School (Thach Khe Commune) urgently reinforced the roof.
In the center of coastal areas, all billboards and posters promoting the 20th Provincial Party Congress have been temporarily dismantled; or lowered and fixed to the ground to avoid danger from strong winds. On the one hand, this is to protect the facilities, on the other hand, it is to ensure traffic safety and people's lives.
Faced with the complicated developments of storm No. 10, Ha Tinh youth have simultaneously taken up many specific tasks, contributing with the government and people to limit risks and minimize damage. Telecommunications and electricity units have mobilized forces to main roads in coastal communes to check and reinforce power lines and poles to ensure safety when storms make landfall and maintain uninterrupted communication systems. From this reality, it can be seen that proactive response to natural disasters in Ha Tinh is not only the responsibility of the government but has become the self-awareness of the people. The spirit of storm prevention is being raised significantly, especially after lessons learned from previous natural disasters.
The storm has not yet made landfall, but Ha Tinh is ready for any situation. In each sandbag covering the roof, each tarpaulin covering the kiosk door, there is a proactive attitude, a determination to protect the property and safety of people's lives in the face of increasingly extreme and unpredictable natural disasters.
