On the afternoon of September 27, the Dan Hai commune government coordinated with armed forces and local people to use wooden stakes, sandbags, stone baskets, and boulders to reinforce the Hoi Thong dike section through Tan Ninh Chau village.
Due to the impact of previous storms, especially storm No. 5, the Hoi Thong dike section through Tan Ninh village, Dan Hai commune was eroded and seriously damaged, threatening to affect 650 households with 1,200 people living inside the dike.
More than 300 people, from armed forces, mass organizations, commune officials and local people, have made efforts to reinforce the Hoi Thong dike before storm No. 10.
6 excavators and diggers were mobilized to support people and authorities in reinforcing the dike to respond to storm No. 10.
Thach Khe commune has also mobilized forces to reinforce dikes and key culvert locations to respond to storms and floods, limiting the risk of flooding and landslides. Among the vulnerable locations is the Huu Phu dike roof affected by storm No. 5. Sandbags are used to reinforce the Huu Phu dike through Thach Khe commune. Loc Ha commune has inspected the Ta Nghen dike section passing through the area. During storm No. 5, due to the impact of heavy rain and rising sea levels, the Ta Nghen dike section passing through Loc Ha commune collapsed. As soon as the incident occurred, the local authorities mobilized human resources and machinery to quickly fix the problem.
Although the Ta Nghen dike through Loc Ha commune has been reinforced, due to the forecast of complicated weather developments, the local government has built an additional service road to ensure the safety of the dike. The locality also assigned forces to be on duty 24/7 when the storm makes landfall to be ready with response plans in case of unexpected situations.
According to forecasts, Ha Tinh is at high risk of being affected when storm No. 10 makes landfall. Due to the impact of the storm, the coastal area of Ha Tinh province will have water levels rising from 0.5 to 1.5 meters, with a high risk of flooding dikes, coastal roads, and river mouths. In particular, there are still 4 key dike points in the province that need attention, including Hoi Thong dike section through Dan Hai commune, Ta Nghen dike section through Loc Ha commune, Cam Nhuong dike in Thien Cam commune, and Khang Ninh dike section through Hai Ninh commune.
In addition, after storm No. 5, the Ta Nghen dike in Mai Phu commune and the Huu Phu dike in Thach Khe commune also had structural problems. To proactively respond to storm No. 10, local authorities have proactively reinforced damaged dike locations.
Up to now, the key dike lines and the dike locations with incidents in Ha Tinh have basically been reinforced. However, with the forecast of storm No. 10 being a strong storm with a wide range of impacts, Ha Tinh requires units and localities to continue to deploy key protection plans, fully prepare materials, human resources and means to handle incidents when they occur.
