On the morning of October 17, the Polish House of Representatives voted to pass the bill on ratifying the Investment Protection Agreement between the European Union (EU) and Vietnam (EVIPA) with 422/422 votes in favor.
According to information from the Vietnamese Ministry of Foreign Affairs , attending the plenary session of the House of Representatives on October 17 was Vietnamese Ambassador to Poland Ha Hoang Hai, at the invitation of Speaker of the Polish House of Representatives Szymon Hołownia.
The bill to ratify EVIPA was submitted by the Polish Government. After being approved by the House of Representatives, the Agreement is expected to be passed by the Senate at the end of October, then submitted to Polish President Karol Nawrocki for signing and promulgation.
Thereby, Poland will officially become the 19th out of 27 EU member countries to ratify EVIPA.
EVIPA includes protection provisions and investment dispute settlement mechanisms and must be fully ratified by both the EU and the parliaments of the 27 EU member states.
Previously on October 9, at the first discussion session of the Foreign Affairs Committee and the EU Affairs Committee, they also unanimously supported the bill with a 100% rate.
The fact that all Polish House of Representatives deputies voted in favor of ratifying the Agreement also shows that all Polish political parties and forces wish to strengthen cooperation with Vietnam, Poland's leading important partner in the Southeast Asia region.
This is also the result of implementing the high-level agreement that the two countries reached during Prime Minister Pham Minh Chinh's official visit to Poland in January 2025, according to which Poland agreed to complete the EVIPA ratification procedure in 2025.
Poland's ratification of the EVIPA Agreement is of great significance to the traditional friendship between Vietnam and Poland, right on the occasion of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations (1950 - 2025), contributing to bringing bilateral relations to a new height, creating momentum for further development of bilateral cooperation in many fields, especially economics - trade - investment.
