On the morning of August 29, the inauguration ceremony of the 500kV line 3 project from Quang Trach to Pho Noi will take place. The inauguration ceremony will be held in Hung Yen province and connected online to the connecting points in the remaining 8 provinces where the line passes through. As one of the localities where this line passes through, Hai Duong has joined forces to complete the 500kV line 3 project Nam Dinh I - Pho Noi with a determined and urgent spirit.
Early handover of premises
At the end of January 2024, the 500kV Nam Dinh 1 - Pho Noi Thermal Power Plant Line Project, a component project of the 500kV Circuit 3 Project from Quang Trach to Pho Noi, was officially started. The 500kV Nam Dinh 1 - Pho Noi Thermal Power Plant Line Project has a total length of nearly 127 km passing through 4 provinces: Nam Dinh, Thai Binh , Hung Yen and Hai Duong. Of which, the section passing through Hai Duong belongs to 4 districts: Ninh Giang, Gia Loc, Thanh Mien and Binh Giang, nearly 31 km long, including 74 column foundation locations and 28 anchorages. The total land area in 4 localities that need to be cleared for the project is 6.8 hectares, involving 270 households.
During the project implementation process, the People's Committee of Hai Duong province issued many documents and directed through many separate and combined meetings to request the 4 districts to urgently implement the tasks related to the 500 kV line project, circuit 3, such as: reviewing and proactively balancing the energy land use targets to arrange for the project. Completing the procedures for approving district-level planning and land use plans according to authority; proactively propagating and mobilizing people to clearly understand the importance and urgency of the project for national energy security, creating consensus in site clearance...
Thanks to that, since December 2023, the province has handed over 100% of the column footing positions and by April, it had handed over 28/28 anchorage spaces to the construction units. Hai Duong is one of the localities that handed over the site early.
All arising problems related to site clearance were promptly resolved. For example, the problems at 3 households in Hung Long commune, Ninh Giang district, were actively propagated, mobilized, persuaded; proactively sought appropriate solutions for compensation, ensuring the rights of the people. "Although there were many difficulties in site clearance for the project, with high political determination and great efforts, Ninh Giang district completed it on time and on schedule as required," said Mr. Phan Nhat Thanh, Chairman of Ninh Giang District People's Committee.
To construct the section from column 250-252 in Thanh Mien district, a large-scale power outage was required. Hai Duong Electricity One Member Co., Ltd. coordinated smoothly with the construction unit to ensure construction safety and minimize the impact of power outages on production and daily life.
Support the construction unit to reach the finish line soon
During nearly 8 months of construction, the contractors and thousands of workers at the construction site have received active support from the government from the province to the grassroots level. The related households have created favorable conditions for the construction unit to rent land for road construction, as a place to gather materials, and create conditions for eating, resting and living.
During the project's final stage, Hai Duong Provincial Youth Union established 10 youth volunteer teams consisting of 200 members to support the construction units. Hai Duong Electricity One Member Co., Ltd. also established 2 shock teams consisting of 24 technicians and construction workers to strengthen and support the contractors.
On August 19, the 500kV transmission line project of Nam Dinh 1 Thermal Power Plant - Pho Noi was successfully energized.
The project will contribute to reducing and avoiding overloading of existing 500kV lines, supplementing capacity from power sources in the North Central region to load centers in the Northern region.
